Himachal: Green signal to 73 schemes worth Rs 713.87 crore from NABARD, CM Sukhu holds meeting

Himachal Pradesh Chief Minister Sukhwinder Singh Sukhu held an important meeting in the first session of the first day to determine the priorities of the MLAs for the financial year 2026-27. CM presided over the meeting of MLAs of Una, Hamirpur and Sirmaur districts. During this, he said that 73 schemes worth Rs 713.87 crore have been approved by the government from NABARD during the year 2025-26. Among these approved schemes, 55 MLA priority schemes worth Rs 512.31 crore are related to the Public Works Department and 18 MLA priority schemes worth Rs 201.56 crore are related to the Jal Shakti Department.

He directed that the budget should be fully utilized and reimbursement claims should be submitted to the NABARD office before March 15, 2026. Peter Mandelson’s former lobbying firm sought work with companies controlled by the governments of Russia and China shortly after he left ministerial office, according to emails the disgraced former minister forwarded to the convicted child sex offender Jeffrey Epstein.

The emails show how Mandelson and Benjamin Wegg-Prosser scrambled to drum up high-paying foreign business after co-founding Global Counsel even as Mandelson remained a member of the House of Lords. Potential clients included the Russian state investment firm Rusnano and the state-owned China International Capital Corporation, the emails suggest.

The emails also showed that Wegg-Prosser met Epstein at his New York townhouse in 2010 to discuss the business. A person with knowledge of the situation said that the meeting was at Mandelson’s request and only lasted 25 minutes. Wegg-Prosser resigned as Global Counsel’s chief executive on Friday amid intense scrutiny.

A huge trove of 3m files from the investigation into Epstein has laid bare the extent of the financier’s communication with a host of politicians, business leaders and royalty from around the world. Epstein served a 2008 jail term for child sex offences, but retained much of his influence until his arrest and death in custody in 2019.

The revelation that Mandelson and Epstein were in close contact after his conviction has caused a political crisis for Keir Starmer. The prime minister is under intense pressure after he revealed that he appointed Mandelson to the role of US ambassador despite knowing about his friendship with Epstein.

Mandelson did not respond to requests for comment. Global Counsel was approached for comment.

Global Counsel has tried to distance itself from the scandal, revoking Mandelson’s voting rights and pushing him to divest his stake in the business.

However, the emails give an insight into the work of Global Counsel, and reveal the efforts of Mandelson and Wegg-Prosser to secure lucrative work.

The documents showed that Mandelson and Wegg-Prosser both individually met Epstein in March 2010, when the peer was still business minister, and before the formal foundation of Global Counsel. The meetings took place at Epstein’s New York townhouse, according to a schedule contained in the files. Wegg-Prosser was described in a separate email setting up his meeting as “Mandelson’s friend”. Mandelson had emailed a few weeks earlier saying that: “Ben is coming to NYC to meet you and explain the business plan …”

Mandelson left office after the general election in May 2010 when Labour lost power, although he remained a member of the House of Lords. Within days he had already started pushing for jobs with mining company Glencore and oil major BP.

However, Mandelson and Wegg-Prosser also pushed ahead with forming Global Counsel. In August Mandelson wrote in an email that Russian state-owned Sberbank would be a potential target for business.

By October 2010 Wegg-Prosser wrote in an email to a healthcare chief executive that the company would “consider opportunities in Russia, principally via Rusnano, who we are in discussions with”. Rusnano is a technology investment fund owned by the Russian state. A person close to Global Counsel said that the discussions happened before Russia’s invasion of Ukraine, at a time when the UK was attempting to deepen business relations with Russia.

By January 2011 Global Counsel appeared to have its sights on another large state-backed target: China International Capital Corporation. Wegg-Prosser sent a list of “leads” to James Palumbo, a peer and businessman who appeared to refer to Mandelson as “Mr Grumpy”.

In an email response to Wegg-Prosser, Palumbo advised Global Counsel to offer expensive communications advice. He wrote: “it seems a pity to let a third party take care of a potential 5-10 year communications mandate worth £250,000 a year from CICC”.

The email also appeared to suggest that another possible client for Global Counsel was “BAE”, likely a reference to BAE Systems, the UK’s largest defence manufacturer. Mandelson’s work as business secretary directly concerned BAE Systems. A BAE Systems spokesperson said: “We have never appointed Global Counsel as a strategic adviser to BAE Systems and we have no record of having contracted the company in any other capacity.”

In May 2012, Mandelson was still chasing Russian connections. Before a World Economic Forum event in Istanbul, Mandelson claimed that “I will email Putin” and other senior politicians to try to organise meetings. There is no evidence in the files that he received any response.

By 29 May 2012, a Global Counsel employee prepared a pitch to a Greek state-owned development fund offering help “securing a very high level of political awareness of the fund and its role”. The fund, the Hellenic Republic Asset Development Fund, was set up in 2011 to oversee privatisations amid the chaos of the country’s sovereign debt crisis.

The draft pitch, sent to Mandelson and Wegg-Prosser, advised a “strategy that seeks to establish links” with top level policymakers across Europe, including the UK’s “No 10” and “The Treasury”.

Wegg-Prosser held another meeting in February 2011 with the Iranian property developer Vincent Tchenguiz to discuss possible work by Global Counsel. The meeting happened three weeks before Tchenguiz and his brother, Robert, were arrested by the Serious Fraud Office. The SFO later abandoned the botched investigation and paid Tchenguiz £6m in damages and costs.

In an email to Epstein before the arrest, Mandelson described Tchenguiz as a “Very interesting Iranian now in Park Lane” – after being informed by Wegg-Prosser that were “wider reputational issues” because Tchenguiz could be described as a “corporate raider”.

A spokesperson on behalf of Tchenguiz’s Consensus Business Group said: “Neither Vincent Tchenguiz nor Consensus Business Group have engaged the services of Global Counsel. Although we met with Global Counsel, it didn’t progress to any commercial, or further engagement.”

A Maryland man was arrested for reportedly targeting Office of Management and Budget (OMB) Director Russell Vought in a murder plot. 

The Arlington County Police Department said Colin Demarco, 26, of Rockville, is now facing charges of attempted murder, criminal solicitation to commit murder, carrying a concealed weapon and wearing a mask in public to conceal identity. 

“We are grateful for the work of law enforcement in keeping Director Vought and his family safe,” an OMB spokesperson told Fox News Digital on Friday. 

Sources familiar with the case told CBS News that Demarco allegedly was targeting Vought. The outlet cited a criminal complaint as saying that Demarco is accused of trying to kill an individual with the initials “R.V.”, who, “has served as a presidential appointee.”

The Arlington County Police Department said Demarco was arrested at his residence on Jan. 16, 2026, and is being held without bond at the Arlington County Detention Facility following his extradition to Virginia. 

“At approximately 3:15 p.m. on August 10, 2025, Arlington County Police were dispatched to the 3800 block of 7th Street S. for the report of a suspicious person. A witness reported observing a male suspect, who was wearing a surgical mask and rubber gloves, carrying a backpack and appeared to be concealing a firearm under his shirt, on the victim’s porch,” police said in a statement Thursday.  

“The suspect subsequently approached the witness and inquired about the victim before leaving the scene. The witness then contacted police and responding officers established a perimeter and canvassed the area for the suspect with negative results. The incident was captured on home surveillance video and the suspect was subsequently identified,” police continued.

“During the course of the investigation, the Arlington County Police Department executed search warrants for digital records associated with the suspect. As a result of these search warrants, police recovered digital evidence that the suspect had obtained directions to the victim’s residence, had information detailing locations of firearms possessed by a relative and had a guide detailing tips to prevent criminal detection,” the Arlington County Police Department added. 

“Additionally, the suspect had posted online about the victim and had online discussions appearing to solicit others to murder the victim. Within days of these online solicitations, the August 10 incident occurred where the suspect arrived at the victim’s address wearing a mask and gloves, possibly concealing a firearm and inquired about the victim. As a result of the investigation, detectives obtained the criminal warrants for the suspect’s arrest,” it also said. 

Demarco allegedly said he went to Vought’s home because he wanted to confront him about Project 2025, CBS News reported, citing the complaint.

In November 2024, Demarco also was taken into custody in Maryland through a mental illness emergency petition, following a request for a police officer to run him over or shoot him, according to CBS News.

Four AI giants plan capex bigger than Israel’s GDP • The Register

AIpocolypse Four tech megacorps intend to collectively fork out roughly $635 billion this year on capex, much of it for datacenters and AI infrastructure – more than the entire output of Israel’s economy and well beyond all global cloud infrastructure services revenue generated last year.

The tech titans are all trying to outdo each other by spending eye-watering amounts on capex, the majority of which will go on AI and cloud expansion, but the big four – AWS, Microsoft, Google and Meta – are investing at a different scale.

Amazon says it expects to spend $200 billion in 2026, with most of that headed to AWS. Google is aiming to pump $180 billion into building and equipping datacenters, while Meta expects capex in the range of $115 billion to $135 billion, and Microsoft is running at a pace that implies around $120 billion a year in spending.

That adds up to $635 billion, more than the $610 billion that represented Israel’s entire gross domestic product during 2025, and approaching that of Sweden at $662 billion, according to figures from the IMF.

These extraordinary sums show how far the industry leaders are willing to go to gain some kind of advantage in the AI race, even though returns on all the spending have so far failed to live up to expectations, and investors are reportedly getting restless. Microsoft’s share price fell about 10 percent after its recent results were announced, for example, due to investors expecting a bigger payoff.

The wider cost for users? The massive splurge on infrastructure is driving shortages of components like memory as manufacturers prioritize chip production that cashes in on the lucrative datacenter market, rather than those for everyday PCs and phones.

The huge capex pledges also add up to more than total cloud infrastructure services revenue in 2025. According to the latest figures from Synergy Research Group, the revenues reached $419 billion last year.

This is despite the cloud market itself continuing to grow at an impressive pace, running at about 30 percent year-on-year and marking a ninth consecutive quarter of accelerating growth.

“GenAI has simply put the cloud market into overdrive,” said Synergy Research Group chief analyst John Dinsdale. “AI-specific services account for much of the growth since 2022, but AI technology has also enhanced the broader portfolio of cloud services, driving revenue growth across the board. The leading cloud providers have all seen their revenue growth rates jump.”

The big three clouds continue to dominate with Synergy putting their shares of the worldwide market in Q4 2025 at 28 percent for Amazon (AWS), 21 percent for Microsoft Azure, and Google Cloud at 14 percent.

Among the tier-two cloud providers, those with the highest growth rates include CoreWeave, Oracle, Crusoe, and Nebius, all providers of AI infrastructure services. In particular, CoreWeave is now generating more than $1.5 billion in quarterly cloud revenue and has joined the top ten cloud providers, Synergy says. ®
