
The Bihar government is preparing to implement a new University Act (University Act) on the basis of the best practices of other states and central universities with the aim of making the regulatory framework of higher education simpler, modern and more transparent. The decision in this regard was taken in a high-level review meeting held on Friday (June 26, 2026) under the chairmanship of the Governor and Chancellor of State Universities Syed Ata Hasnain.
Chief Minister in this meeting Samrat ChaudharyMinister Sanjay Singh Tiger, Additional Chief Secretary to the Governor Deepak Kumar Singh and other senior officials were present. It has been told by the Governor’s Secretariat that to improve the regulatory framework of higher education, a comprehensive proposal has been prepared after studying the university acts of 15 states. In the meeting, it was decided to take this proposal forward and include appropriate provisions in the new University Act.
What was said on the appointment of assistant professors?
According to the statement, in the meeting, information was given about adopting centralized recruitment process for contract based appointment of assistant professors in the newly established 211 government degree colleges of the state. On the other hand, during the review of the guidelines prepared for the faculty development program, it was told that it will be mandatory to organize at least one such program in a year for the continuous professional development of teachers in every higher educational institution.

The effective implementation of the National Education Policy (NEP), 2020 was also reviewed in the meeting. Officials said that all the academic programs are being made as per the national standards and courses in 43 subjects at postgraduate level are likely to be approved by the first week of July.
To promote research and innovation, proposals related to Chancellor Post-Doctoral Fellowship, Chief Minister Research Grant Scheme and Chief Minister Research Scholarship Scheme were also agreed upon. It was also informed in the meeting that the implementation of key digital initiatives like Information and Library Network (INFLIBNET), APAR and National Academic Depository is being regularly monitored.
Instructions to provide pending degrees on time
In order to provide the pending degrees to the students on time, instructions have been given to complete this work by 30th September, so that they do not have to face unnecessary difficulties. In the meeting, information was also given about the steps being taken towards implementing the prescribed time limit for promotion and transfer of teachers, so that discipline and regularity can be ensured in the administrative processes.
According to the statement, the Governor said that coordinated and effective implementation of these initiatives will significantly strengthen transparency, accountability, digital good governance, academic quality and student-centric administration in the state’s higher education system.
