Owner of Incognito dark web drugs market gets 30 years in prison

A Taiwanese man was sentenced to 30 years in prison for operating Incognito Market, one of the world’s largest online narcotics marketplaces that sold over $105 million worth of illegal drugs to customers worldwide.

24-year-old Rui-Siang Lin (also known as Ruisiang Lin, Pharoah, and faro) was arrested in May 2024 and pleaded guilty in December to money laundering, conspiring to distribute narcotics, and conspiring to sell adulterated and misbranded medication.

U.S. District Judge Colleen McMahon, who imposed the sentence, said that this was the “most serious drug crime I have ever been confronted with in 27.5 years” and called Incognito Market “a business that made [Lin] a drug kingpin.”

According to the complaint, the marketplace facilitated the sale of more than one ton of narcotics, including 295 kilograms of methamphetamine, 364 kilograms of cocaine, 112 kilograms of amphetamine, and 92 kilograms of ecstasy (MDMA), “some of which were laced with fentanyl.”

It also hosted more than 1,800 vendors, over 400,000 customer accounts, and processed more than 640,000 transactions, with Lin controlling all operations and maintaining ultimate decision-making authority over the multimillion-dollar enterprise.

Customers purchased drugs on Incognito Market using cryptocurrency via a payment platform called “Incognito Bank,” and the marketplace generated more than $83,624,577 in revenue, netting Lin over $4.1 million from his 5% commission on transactions.

In July 2022 and August 2023, law enforcement obtained search warrants to access three servers used to host and operate the marketplace: one stored marketplace transaction data, another was used to block DDoS attacks, and the third processed all cryptocurrency transactions.

Lin ran Incognito Market from October 2020 to March 2024, when he abruptly shut it down and threatened to release transaction histories for vendors and customers who wouldn’t pay an additional fee.

“Rui-Siang Lin was one of the world’s most prolific drug traffickers, using the internet to sell more than $105 million of illegal drugs throughout this country and across the globe,” said U.S. Attorney Jay Clayton on Tuesday.

“While Lin made millions, his offenses had devastating consequences. He is responsible for at least one tragic death, and he exacerbated the opioid crisis and caused misery for more than 470,000 narcotics users and their families.”

In addition to 30 years in prison, Judge McMahon also sentenced Lin to five years of supervised release and ordered him to forfeit $105,045,109.67.

Last month, a Virginia man who co-created Empire Market, one of the largest dark web marketplaces at the time, pleaded guilty to federal drug conspiracy charges for facilitating $430 million in illegal transactions and a Slovakian national admitted to helping operate a darknet marketplace that sold narcotics, cybercrime tools and services, fake government IDs, and stolen personal information for more than two years.

Pakistan deploys helicopters, drones to end standoff with Baloch rebels | Conflict News

Hundreds have been killed in the southwestern Balochistan province amid a surge in rebel attacks.

Pakistan has deployed helicopters and drones to take control of a town in the mineral-rich western province of Balochistan from rebels amid ongoing fighting that has left dozens of security officials and civilians dead.

Police said on Wednesday that they secured the desert town of Nushki after a three-day battle, the Reuters news agency reports. Seven officers were killed in the fighting.

“More troops were sent to Nushki,” a security official said. “Helicopters and drones were used against the militants.”

The Balochistan Liberation Army (BLA) launched a series of attacks in the southwestern province on Saturday, storming banks, schools, markets and security installations across Pakistan’s largest and poorest province.

“I thought the roof and walls of ‍my house were going to blow up,” said Robina Ali, a housewife who lives in the provincial capital of Quetta, near a main administrative building where there was a powerful morning blast.

A senior official told the AFP news agency on Wednesday that “197 terrorists have been killed in the ongoing counterterrorism operations.”

Authorities have imposed security restrictions on the province, which borders Afghanistan and Iran, banning public gatherings and demonstrations.

Funerals of some of the victims are due to take place on Wednesday afternoon.

The BLA said on Tuesday it had killed 280 soldiers during what it called its Operation Herof, which BLA leader Bashir Zeb said was a follow-up to coordinated attacks in August 2024 that left at least 74 dead.

Authorities said at least 50 people were killed in the coordinated attacks by the BLA.

Pakistan has been dealing with a separatist movement in Balochistan for decades. Violence has surged in recent years, with armed groups saying they are resisting exploitation in the resource-rich province. The area is rich in coal, gold, copper and gas, which generates revenue for the federal government.

The groups regularly target security forces and have also attacked civilians, including Chinese people working on projects in the area.

In 2025, separatists prompted a two-day siege in which dozens were killed after they attacked a train with hundreds of passengers on board.

“Over the past 12 months, security forces in Balochistan have sent more than 700 terrorists to hell, with around 70 terrorists eliminated in just the last two days alone,” Balochistan’s chief minister, Sarfraz Bugti, told reporters on Sunday. “These attacks cannot weaken our resolve against terrorism.”

He accused the fighters of being backed by India and Afghanistan, an allegation which New Delhi and Kabul deny.

SEBI moves to soften ‘fit and proper’ norms for intermediaries

The Securities and Exchange Board of India (SEBI) has proposed a sweeping overhaul of the ‘fit and proper person’ framework governing market intermediaries, seeking to ease compliance pressures while retaining safeguards around integrity and conduct.

The regulator proposed removing automatic disqualifications triggered merely by the filing of criminal complaints, FIRs or charge sheets in economic offense cases, arguing that such steps represent only the initiation of legal proceedings and should not, by themselves, bar individuals or entities from operating in the securities market.

Treating preliminary legal actions as rule-based disqualifications may run counter to the principle of “innocent until proven guilty” and could result in irreversible consequences such as forced exits of key personnel or divestment by controlling shareholders, even if the person is later acquitted, SEBI said in a draft paper on Wednesday, inviting public comments by February 25.

Instead, the regulator has proposed relying more on the principle-based assessment of integrity, reputation and conduct, allowing it to exercise discretion on a case-by-case basis where criminal proceedings are of a serious or egregious nature.

SEBI also plans to tighten the conviction threshold by explicitly including economic offenses and violations of securities laws within the disqualification framework, in addition to offenses involving moral turpitude, aligning the norms with those applicable to stock exchanges, clearing corporations and depositories.

IBC-related relief

The regulator also proposed easing norms linked to insolvency proceedings. Currently, intermediaries face disqualification once winding-up proceedings are initiated. This trigger may apply only when a winding-up order is actually passed, recognizing that insolvency resolution under the Insolvency and Bankruptcy Code can result in revival rather than liquidation.

The move is aimed at aligning regulatory thresholds across frameworks and avoiding penal outcomes at an early stage of corporate stress.

To streamline enforcement and remove procedural ambiguity, SEBI has also proposed inserting explicit provisions requiring intermediaries to disclose any event that could potentially attract disqualification within seven days. It has also proposed codifying the requirement that no person will be declared “not fit and proper” without being given a reasonable opportunity to be heard.

This is expected to bring greater transparency to the process and reduce disputes around regulatory action.

SEBI also plans to reduce the cooling-off period for fresh registration applications following the issuance of a show-cause notice from one year to six months, where proceedings relate to regulatory directions. The default five-year prohibition that automatically applies when an order does not specify a time bar may also be removed.

Top Virginia school board simulated parent ‘terrorist’ attack after student fatality

Shortly after a student was killed in a fatal accident involving a school maintenance vehicle, the board for Loudoun County Public Schools (LCPS) held a closed-door safety training for staff in which dozens of actors simulated parents unleashing “terrorist activity,” according to a report.

Nick Minock, a reporter for Washington, D.C., area outlet ABC7, posted on X that the controversial Virginia school board hired 30 actors to portray Loudoun County parents in a mock terror attack scenario.

Minock wrote that the actors filled the seats like parents normally do during school board meetings, but then broke out into a frenzy of screaming, running and yelling. One parent in the scenario was supposed to have a gun. Staff were instructed to run, hide and fight, according to ABC7.

A spokesperson for the LCPS told Fox News Digital that the meeting was “held in accordance with the Virginia Freedom of Information Act (VFOIA),” which they said, “authorizes a public body to go into closed session to discuss various topics, including plans related to the security of any governmental facility, building or structure, or the safety of persons using such facility.”

The spokesperson clarified that “the School Board does not consider parents terrorists.”

Minock said that one of the actors was supposed to portray a parent by the name of “Mr. Smith.”

In 2021, a dad by the name of Scott Smith was arrested during a school board meeting for disorderly conduct after he erupted over the handling of an investigation into the sexual assault of his then 15-year-old daughter by a transgender-identifying male student at Stone Bridge High School. Smith has since been pardoned by former Virginia Gov. Glenn Youngkin, a Republican.

Further, according to ABC7, during the training, Board Chair April Chandler referred to parents as “agitators” and “disrupters” in reference to 2025 school board meetings in which parents expressed outrage over LCPS suspending two high school boys over another transgender locker room issue. The boys were suspended for 10 days from the same high school, following a Title IX sexual harassment investigation after they were filmed by a transgender-identifying female expressing discomfort about her using the male locker rooms.

The parental terror attack training session came just hours after another student at Stone Bridge High School was killed in an accident involving an LCPS maintenance employee and vehicle, according to the outlet.

According to the Loudoun County Sheriff’s Office, Calina Yu, 20, was struck at an intersection near the school on Jan. 13. The office said Yu was struck by an LCPS maintenance vehicle being driven by a school employee. Yu was pronounced dead at the scene.

In response to Minock’s report, a spokesperson for LCPS told Fox News Digital that the board announced the closed session “to discuss matters of public safety” on Jan. 9. 

The spokesperson said, “This meeting was held in accordance with the Virginia Freedom of Information Act (VFOIA), which authorizes a public body to go into closed session to discuss various topics, including plans related to the security of any governmental facility, building or structure, or the safety of persons using such facility.” 

The spokesperson said that “pursuant to applicable Virginia law, the School Board’s motions to go into closed sessions customarily track the VFOIA language of the permissible topic that will be discussed in such meetings.” They said that the motion to go into closed session stated included the language, “Discussion of plans to protect public safety as it relates to terrorist activity or specific cybersecurity threats or vulnerabilities and briefings by staff members, legal counsel, or law-enforcement or emergency service officials concerning actions taken to respond to such matters or a related threat to public safety.” 

“Given VFOIA’s language for this permitted topic, we can understand the potential for confusion. But as you can see, the reference to terrorist activity likely came directly from the Code of Virginia related to the permitted topic,” the spokesperson said, adding, “It is common practice for public bodies to review safety and security protocols on a regular basis with law-enforcement and other safety and security officials, which would fall under this topic.”

The spokesperson concluded that “while we cannot further comment on the specifics of the closed session, we can affirm that the media accounts … are misleading and inaccurate.”

Another local outlet, the Loudoun Times-Mirror, reported that Chandler responded to the accident by saying, “I want to express my deepest condolences to the family and the entire school community who are grieving at this time,” adding, “We grieve with you.”

LCPS follows a policy called “Rights of Transgender and Gender-Expansive Students,” or Policy 8040, implemented in 2021, that mandates students who identify as transgender be addressed by their preferred pronouns, participate in sports and activities of their self-identified sex, and access facilities of their identified sex.

The Trump Justice Department has filed a lawsuit accusing LCPS of violating the constitutional rights of the two students who were suspended. The DOJ alleges that LCPS’ application of Policy 8040 requires students and staff to “accept and promote gender ideology” regardless of religious beliefs. The case is ongoing.

Chandler did not immediately respond to Fox News Digital’s request for comment.

Prosecutors ‍at ⁠London’s Woolwich Crown Court said on Wednesday the six defendants, whose trial began in November, were members of the now-banned group Palestine ​Action, which organised ‌the assault on the Elbit Systems UK facility in Bristol, southwest England, in ‌August last year.

The six – Charlotte Head, ‌29, Samuel Corner, ⁠23, Leona Kamio, 30, Fatema Zainab Rajwani, 21, Zoe Rogers, 22, and ‌Jordan Devlin, 31 – all denied charges of aggravated burglary, violent disorder ‍and criminal damage.
