Prosecutors have withdrawn a manslaughter charge against a man who had been accused of killing a 19-year-old woman and hiding her body in a fridge.

Marat Ganiev, 55, was accused of killing Isla Bell in the early hours of 7 October 2024, before hiding her body in a fridge.

Her remains were found at a rubbish tip in Melbourne’s south-east six weeks later.

Ganiev was originally charged with murder but that was downgraded to manslaughter as the case entered the Victorian supreme court.

Crown prosecutor Jeremy McWilliams on Tuesday told the court the manslaughter charge against Ganiev had also been withdrawn.

Ganiev will instead be charged with attempting to pervert the course of justice, with a fresh indictment expected to be filed later on Tuesday.

A new trial date is yet to be set but a summary of the allegations will be served to defence within the next fortnight.

Eyal Yaffe, 59, was also originally accused of assisting an offender and attempting to pervert the course of justice in relation to Bell’s death.

McWilliams on Tuesday also confirmed Yaffe’s charges would be discontinued.

Yaffe declined to comment as he used crutches to walk out of court a free man.

A spokesperson for the Office of Public Prosecutions confirmed the charges had been withdrawn due to “insufficient evidence” to support the offences.

More than 6,000 children living with obesity, including hundreds as young as four, have required treatment at specialist NHS weight-loss clinics, new figures reveal.

NHS England data, published for the first time, underlines the scale of the growing childhood obesity crisis.

Since the first Complications from Excess Weight clinic (CEW) opened in 2021, the NHS has treated 6,497 children and teenagers. Of these, 423 were four years old, 1,088 were aged between five and eight, 1,791 were aged nine to 12 and 3,137 were aged between 13 and 17. The age of a further 58 is unknown.

All were “extremely” overweight for their age, with the four-year-olds weighing an average of 33kg (5st 3lbs), the same weight as a typical 10-year-old. About 400 of the children treated by CEWs have had weight loss jabs as part of their treatment plans.

In order to be treated at a CEW, children must be referred by a community or hospital paediatrician, a GP or childhood mental health services and have a BMI above the 99.6th percentile as well as an illness linked to their excess weight.

New analysis of just under 6,000 children treated by CEWs, due to be presented at the European Congress on Obesity, in Istanbul, found that 17% had high blood pressure and a similar number had abnormal fat levels in their blood, while 6% had type 2 diabetes.

The research, by Sheffield Hallam University, Leeds Beckett University, the University of Leeds, the University of Bristol and the University of Sheffield, found that just under 30% had metabolic dysfunction-associated steatotic liver disease and 17% had obstructive sleep apnoea. About 9% had deliberately self-harmed, and the same proportion had anxiety. A significant number were neurodivergent. Just under 30% had autism and about 12% had attention deficit hyperactivity disorder. A further 24% had a learning disability.

Experts said the figures were extremely worrying and called for immediate action to curb sales of junk food and make healthier food cheaper.

Katharine Jenner, executive director at the Obesity Health Alliance, said: “These figures should be a wake-up call. All parents want their children to grow up healthy, yet seeing children as young as four needing specialist NHS treatment for their weight highlights just how early the drivers of poor health are taking hold.

“Children today are growing up surrounded by unhealthy food at almost every turn, leaving families struggling against a system that stacks the odds against healthier options.

“The fact that some children are already developing high blood pressure, type 2 diabetes and early signs of heart disease at such a young age underlines why prevention has to begin in the earliest years of life.

“Healthier food should be easier, cheaper and more available for everyone, no matter where they live.”

Dr Helen Stewart, officer for health improvement officer at the Royal College of Paediatrics and Child Health, said:

“It’s extremely concerning that we are seeing more and more children being treated at CEW clinics. Unfortunately, high levels of obesity continue to cause significant health problems in our young people, particularly impacting children from the most disadvantaged backgrounds, where children with obesity are at higher risk of chronic illnesses, mental health issues and potentially even a shorter lifespan.”

Further analysis presented at the conference shows that the children treated at the 39 CEWs in England were on average 10kg lighter two years later than those who only saw their GP or community health teams. The clinics, which provide tailored care, such as diet plans, mental health support and coaching, have prescribed weight loss jabs to hundreds of children aged 11 or over.

Prof Simon Kenny, national clinical director for children and young people at NHS England, said: “Severe obesity can impact all aspects of a child’s life – affecting their physical health, mental wellbeing and confidence – so it is fantastic that NHS CEW clinics are helping thousands of children and young people turn their lives around.”

People who have obesity as children are more likely to have the disease as adults, increasing their risk of developing a range of serious health conditions early, including heart disease, cancers and respiratory illness.

“In some cases, these clinics are helping children who could otherwise face a life cut tragically short – dying decades too soon – to look ahead to a full and healthy life,” Kenny added.

“Childhood obesity remains one of the biggest public health challenges facing the country, and the NHS is committed to stepping in early to help prevent serious long-term health complications.”

“Country first, party second” is a mantra Keir Starmer and his cabinet have repeated since being in opposition, seeking to draw a dividing line between Labour and their Conservative predecessors’ inclination for self-destruction.

But party members do matter in politics – and a key problem for Wes Streeting, one of those with ambitions to succeed Keir Starmer, is that many of Labour’s do not like him.

Just before Labour’s heavy local election losses, a Compass survey of more than 1,000 members found that if they were given a free choice, 42% would pick Andy Burnham to succeed Starmer – against just 11% for Streeting. And whereas Burnham had a 44% favourability rating, only 18% felt the same towards the health secretary.

That result put Streeting roughly on a par with Angela Rayner and Ed Miliband – but given those potential candidates and Burnham are firmly to his left, it would appear to suggest that the majority of the party would prefer not to have a candidate in Streeting’s place on the ideological spectrum. Both Miliband and Rayner were viewed favourably by comfortably more members than Streeting was.

Among all the plotting and jostling for position in the leadership contest, that presents a serious challenge for Streeting. While he is thought to be the candidate most ready for a leadership contest, he is on the right of the party, formerly close to Peter Mandelson and of the Blairite Progress wing.

In recent months he has been seen as seeking to position himself further to the left, perhaps in an effort to secure more support from the members who will ultimately choose the victor from a list nominated by MPs.

Recent research by Queen Mary University of London found that about 48% of Labour member describe themselves as “fairly leftwing”. The close result of Labour’s deputy leadership election and a low turnout suggested that members are still largely on the so-called soft left.

And they may remain cautious of any successor trying to appear more leftwing than their record states, given Keir Starmer’s 2020 leadership pledges, which many viewed as having ultimately been betrayed after he won the job.

Since Starmer succeeded Jeremy Corbyn in April 2020, many members have quit: from a peak of 532,046 members at the end of 2019, Labour lost more than 200,000 members, ending 2024 with 333,235 onside.

“Lots of grassroots members have left the Labour since the general election, either to join the Greens (and to a lesser extent Your Party), or just to give up belonging to any party,” said Tim Bale, a professor of politics at Queen Mary University of London.

“Starmer, inasmuch as he has any strong values, is pretty much like your [current] average Labour member, and the fact that in some ways he seems to have betrayed them is partly responsible for their disillusionment with him,” Bale said.

“But anyone on the right of the Labour party hoping that this means those remaining are on their side is probably fooling themselves.”

Still, Bale said, there may be hope for Streeting yet. “Even those who’ve stuck around are highly likely to be leftwing and very socially liberal. But one thing we know about members – and Starmer getting himself elected in 2020 rather than Corbyn’s anointed successor, Rebecca Long-Bailey, is proof of this – is that party members also want to win elections,” he said.

“So if Streeting can show them he’s the guy to do that, he still has a chance, even if he’s not their ideological ideal.”

Giving v4 an ‘area code’ based on ASNs to give operators more addresses to play with, without upgrades

A veteran network architect named James Thain has drafted a proposal for “Internet Protocol Version 8” (IPv8) and hopes to crowdfund work to create a testbed that will demonstrate his ideas. 

Thain’s proposal appeared as an Internet Engineering Task Force (IETF) Internet-Draft on April 16th. Like all such documents, it has no official standing – the multistakeholder systems under which the internet is governed allow open participation and this is Thain’s contribution.

 

The draft opens with a bold vision for IPv8, describing it as “a managed network protocol suite that transforms how networks of every scale – from home networks to the global internet – are operated, secured, and monitored.”

 

On the IPv8 website he describes it as “a managed network protocol suite that resolves IPv4 exhaustion, unifies network management, and stays 100 percent backward compatible — no flag day, no forced migration.”

The draft protocol is also “a proper subset of IPv8. An IPv8 address with the routing prefix field set to zero is an IPv4 address. No existing device, application, or network requires modification.”

In conversation with The Register, Thain said he created the IPv8 draft because existing protocols were developed for the networking problems of the day, and things have now well and truly moved on. He also thinks that few organizations other than hyperscalers and network operators have a good reason to adopt IPv6, because it doesn’t offer major improvements over IPv4 and migrations to the newer protocol seldom produce return on investment.

He allows that IPv4 exhaustion means many organizations and network operators do need to consider IPv6 but feels the best course of action is to improve IPv4 so users get a better protocol without the need for upgrades.

One improvement in IPv8 expands the IPv4 numberspace by adding what he calls an “area code” based on a network operator autonomous system number (ASN), the unique identifiers assigned to networks by regional internet registries. ASNs effectively function as addresses for a network, to inform routing decisions.

 IPv8 proposes an address format r.r.r.r.n.n.n.n where the “r” is the ASN address encoded as a 32-bit integer and the “n” is a conventional IPv4 address.

This scheme means every ASN holder gets 232 host addresses – 4,294,967,296 addresses apiece. Thain thinks that will suffice for almost every organization, and those who need more probably already operate multiple ASNs. His scheme would see the IPv4 numberspace expand to around 30 trillion (3 x 1013) unique addresses. That’s well short of the 340 undecillion 3.4 x 1038 addresses available under IPv6, but Thain thinks it’s still enough and that users will appreciate not having to migrate away from IPv4.

 “It doesn’t require a ton of changes to Border Gateway Protocol which already knows how to route multiple protocols,” Thain told us. “So does MPLS.”

IPv8 therefore “gives you a roll forward of IPv4, you just need servers to translate the ‘area codes’. The rest of the stack is all well-known,” Thain said. “There is no magic here, it is just an area code plus IPv4

Another IPv8 feature is what Thain calls a “Zone server” that his draft explains “runs every service a network segment requires: address assignment (DHCP8), name resolution (DNS8), time synchronisation (NTP8), telemetry collection (NetLog8), authentication caching (OAuth8), route validation (WHOIS8 resolver), access control enforcement (ACL8), and IPv4/IPv8 translation (XLATE8).”

 IPv8 has caused a stir in internetworking circles, and some at times bitter criticism.

Others have been more nuanced. Silvan Gephart of ISP Openfactory blogged about the draft and said “I like that there is a proposal thinking about the routing table, addressing, management, authentication and operational complexity as one bigger problem.”

Some of the criticism levelled at the protocol suggests it’s the work of AI. Thain doesn’t shy away from having used chatbots to work on his draft and told The Register he feels doing so is contemporary practice.

He thinks he can prove the nay-sayers wrong by building an IPv8 testbed and has commenced a crowdfunding campaign that aims to raise $100,000 to cover the cost of developing open-source software, research and testing infrastructure, plus demos and documentation.
