This layer is attached to the main rexin, i.e. fabric, of the seat. Have you ever wondered what causes this? Recently a user posted a photo of an AC coach seat on Reddit’s forum r/indianrailways. Showing the seat to the people, he asked why there is a separate sleeve on it? In the photo you can see that the person has shown that layer by lifting it up also. This layer is not in the entire seat, but is stitched at half the distance. Most of the time there is just enough space to fit the fingers in it.
