The government has put an end to the ongoing uncertainty regarding the three-tier Panchayat elections in the state. Panchayati Raj Minister Omprakash Rajbhar clarified that the elections of Gram Panchayat, Area Panchayat and District Panchayat will be conducted by July 2026 under any circumstances. The order of the High Court will be followed and no obstruction of any kind will be allowed in the process.

Rajbhar said that the tenures of village heads, block heads, district panchayat members and district panchayat presidents may be ending at different times, but no one’s tenure will be extended beyond July. The election schedule is being decided keeping this deadline in mind. Preparation instructions have been given to the State Election Commission and administrative machinery.

Regarding OBC reservation, the minister said that the formation of Backward Classes Commission will be approved in the next cabinet meeting. Reservation will be decided on the basis of 2011 census only and no new calculation will be done. The reservation cycle applicable earlier will be continued. According to Panchayati Raj Department officials, as soon as the Commission’s report is received, reservation of seats will be decided and the election schedule will be announced.

Cuba has reconnected its power grid and brought online its largest oil-fired power plant, energy officials said, putting an end to a nationwide blackout that lasted more than 29 hours amid a United States move to choke off the island’s fuel supply.

After the country’s 10 million people had been plunged into darkness overnight, the Caribbean island’s national power grid had fully come back online by 6:11pm (22:11 GMT) on Tuesday. However, officials said power shortages may continue because not enough electricity is being generated.

Daily blackouts

Electricity generation, hampered by dire fuel shortages and antiquated power plants, is still far below what is necessary to meet demand, providing scarce relief for Cubans already exhausted from months of blackouts.

Most Cubans, including those in the capital, Havana, were seeing 16 or more hours of blackout daily even before the latest grid collapse.

“It affects every aspect of our lives,” said Havana resident Carlos Montes de Oca, noting that the outages had thrown simple necessities such as food and water supply into disarray. “All we can do is sit, wait, read a book… otherwise the stress gets to you.”

Much of Cuba was overcast through the afternoon on Monday as a cold front neared the island, casting shadows on the solar parks that account for a third or more of daytime generation.

Cuba has received only two small vessels carrying oil imports this year, according to LSEG ship tracking data seen by Reuters on Monday. On Tuesday, a Hong Kong-flagged tanker that could be carrying fuel to Cuba resumed navigation after suspending its course weeks ago in the Atlantic Ocean, the data showed.

Cuba and the US have opened talks aimed at defusing the crisis, among the most acute since 1959, when Fidel Castro forced a US ally from power on the island.

Neither side has provided details of the ongoing negotiations, although Trump has portrayed Cuba as desperate to make a deal.

Cubans, no strangers to hardship, saw little choice but to stay calm.

“We still don’t have power at my house,” said Havana resident Juana Perez. “But we’ll take it in stride, as we Cubans always do.”

Democratic voters in Illinois handed the party’s nominations for five open seats in the House of Representatives to candidates that included Evanston mayor Daniel Biss and Cook County commissioner Donna Miller, after heated and at times bitter campaigns that saw significant spending by outside groups, most controversially the American Israel Public Affairs Committee (Aipac).

The primaries acted as a test of the style of politics voters were looking for ahead of the midterm elections in November, when Democrats hope to regain control of Congress. All five districts are heavily Democratic, making the primary victors favorites to triumph in the general elections.

Biss, the mayor of Evanston, Illinois, won the race to replace retiring longtime Representative Jan Schakowsky in Illinois’s ninth congressional district. The race in Chicago’s north suburbs was one of the most closely fought primaries, with 15 candidates vying for the nomination.

The contest, which turned heavily on the party’s divisions over Israel, included Kat Abughazaleh, a 26-year-old and former researcher for the left-wing media organization, Media Matters, and Laura Fine, a state senator. Fine drew support from Elect Chicago Women, an outside group reportedly tied to the pro-Israel lobbying group.

Alexandra Rojas, executive director of Justice Democrats, the left-wing group that works to defeat “corporate Democrats” and had backed Abughazaleh, called the results a “massive loss for Aipac”.

“No amount of shell PAC’s or covert funding can hide their toxicity from Democratic voters, their monopoly over this Party’s agenda is coming to an end,” she said.

The Progressive Change Campaign Committee celebrating Biss’s nomination as proof “that voters can see through corporate-funded ads that package corporate-backed candidates as bold economic populists”.

Aipac, which had not formally acknowledged its role in trying to defeat a string of candidates critical of Israel, said on Tuesday that it was “proud to have helped defeat” Abughazaleh, a first-time candidate and Palestinian American who frequently criticized the group and said Israel’s military operations in Gaza amounted to a genocide.

“A great night for the pro-Israel community and a terrible night for anti-Israel candidates,” Aipac wrote in a post on X.

Ten candidates were standing to replace congresswoman Robin Kelly in the second congressional district, after she opted to retire from the House and instead run for the US Senate seat vacated by Dick Durbin. But it was Miller, the Cook County commissioner and former health care consultant, who prevailed, AP reported.

The majority Black district covers South Chicago and nearby suburbs, and has been represented by African American lawmakers for decades. Jesse Jackson Jr, the son of the late Jesse Jackson, was hoping for a comeback to the district after he resigned in 2012 amid health issues and an investigation into misuse of campaign funds, for which he served time in prison.

But Miller had the cash advantage, though the Chicago Tribune has found that more than half of her donors had previously contributed to the American Israel Public Affairs Committee or affiliated groups. Miller nonetheless sought to distance herself from Aipac.

In the seventh district on Chicago’s west side, La Shawn Ford won the nomination to replace Danny Davis, who represented the area since 1997. She prevailed against a dozen candidates, with the AIPAC-affiliated United Democracy Project running ads in support of Chicago city treasurer, Melissa Conyears-Ervin.

Melissa Bean, a moderate former congresswoman who had lost re-election to a Republican in 2010, emerged from an eight-way contest to win the primary to replace congressman Raja Krishnamoorthi, in the eighth congressional district in Chicago’s western suburbs. In the final days of the campaign, Bean had received a rush of support from Elect Chicago Women, to help fend off a progressive rival, progressive rival, Junaid Ahmed.

The race to replace longtime congressman Jesús “Chuy” García in the majority-Hispanic fourth district attracted considerable controversy, when García opted to announce his retirement at the same time that his chief of staff, Patty García, jumped into the race. That effectively left voters with a single choice for the Democratic primary, prompting moderate Washington congresswoman Marie Gluesenkamp Perez to successfully propose a House resolution condemning García for “undermining the process of a free and fair election”.

As expected, Patty García, who has no relation to the congressman, won that primary, according to AP.

“Together, we’re going to abolish ICE, build a humane immigration system with a real pathway to citizenship, and put an end to the terror being visited on our communities,” Patty García said in a statement, declaring victory on Tuesday night, adding: “And we’re going to hold Trump accountable.”

Allahabad High Court has sought information about preparations from the State Election Commission regarding Gram Panchayat elections 2026. Allahabad High Court has heard this on the petition filed by petitioner Imtiaz Hussain.

The petitioner had filed a petition in the Allahabad High Court demanding a direction that the respondent should submit on record a detailed and time-bound program to complete the entire Panchayat election process much before the end of the tenure of the District Panchayat.

While hearing the hearing, the court has asked the State Election Commission whether it will be able to complete the election process within the prescribed constitutional time limit? The petitioner argued in the court that as per the provision of Article 243E of the Constitution of India, the term of the Panchayat will continue for 5 years from the date fixed for its first meeting and “not more than that”.

Talk of issuing notification of by-election

At the same time, the counsel for the State Election Commission argued that as per the provisions of Section 12-BB of the UP Panchayat Raj Act, 1947, it is the responsibility of the State Government to issue a notification fixing the date of general election or by-election of the Pradhan in consultation with the State Election Commission.

After hearing all the parties, the court has sought clarification from the State Election Commission whether it is in a position to conduct the elections in the light of the current notification of 19 February 2026. The court has asked the State Election Commission that according to the facts of this case, the elections should have been conducted on or before May 26, 2026.

Next hearing on March 25

The court will hear the next case in this case on March 25 at 2 pm. The division bench of Justice Atul Sridharan and Justice Siddharth Nandan gave the order.

Varun Beverages has said that its South Africa-based subsidiary, The Beverage Company Proprietary Ltd (Bevco), has acquired Crickley Dairy Proprietary Limited. According to the agreement, Bevco will acquire 100 per cent equity stake of Crickley for an enterprise value of ZAR 238 million (₹131.47 crore), subject to regulatory and other approvals (if any), including but not limited to the Competition Commission of South Africa. The acquisition is in line with the official bottling partner of PepsiCo’s strategy to diversify its product portfolio into new categories viz. value-added dairy and juice-based drinks.

Shree Cement Limited has successfully secured mining rights for a 373-hectare limestone block in Andhra Pradesh’s YSR Kadapa District. The company was declared the preferred bidder for the Dommarnandyala-1 Limestone Block through a government e-auction, strengthening its raw material sourcing capabilities and operational infrastructure in southern India.

Impact due to war

Industrial chemicals maker Tamilnadu Petroproducts Ltd, on Tuesday, March 17, said it has temporarily shut its Heavy Chemicals Division (HCD) plant to comply with the government’s order to prioritize using crude-based petroleum products towards LPG production.

As the supply of Liquefied Petroleum Gas has been affected following disruptions in global energy supply chains linked to the West Asia conflict, the manufacturing operations of one of two High Pressure Molding Lines situated at Solapur plant have been affected temporarily with effect from March 17 till further notice. The management of Kirloskar Ferrous Industries Limited has been monitoring the current crisis in supply chain and exploring alternate sources of supply or use of other resources to minimize the impact of disruption.

Pharma majors

Aurobindo Pharma has said that the US Food and Drug Administration (USFDA) has classified one of its subsidiary units as “Official Action Indicated” (OAI) following an inspection conducted last year. In a regulatory filing, the company said that the USFDA inspected Unit-II of Eugia Pharma Specialties Limited, its wholly-owned subsidiary, located in Bhiwadi, Rajasthan, between November 3 and 14, 2025. At the end of the inspection, the regulator had issued a Form 483 with nine observations.

Strides Pharma Science Ltd (Strides) has said that its step-down subsidiary, Strides Pharma International AG (SPIAG), has entered into definitive agreements with Sandoz AG, Switzerland and its group entities (Sandoz) for the acquisition and in-licensing of a portfolio of branded generic products across Sub-Saharan Africa (SSA). The agreement spans four key markets—West Africa (covering 10 countries), Ghana, Nigeria, and Kenya. The branded generics portfolio of Sandoz, as a part of this deal, includes multiple brands across anti-infective, cardiovascular, and dermatology therapeutic segments. NHPC Ltd has declared commercial operation (CoD) of Unit #1 (250 MW) of Subansiri Lower HE Project, 2000 MW (8 x 250 MW), Assam/Arunachal Pradesh from March 20. Shares of HDB Financial Services edged higher in early trade on Wednesday, even as the stock continued to hover well below its listing price. The counter rose 2 per cent to ₹658.40 compared with the previous close of ₹644.50. However, gains tapered off later in the session, with the stock trading largely flat at ₹648.90 around 10.30 am.

Global brokerage Jefferies sees nearly 40 per cent uptick from the previous close.

HDB Financial Services shares rose 2 per cent but remain below listing levels.

Stock debuted on July 2, 2025, at a 13 per cent premium on the National Stock Exchange and BSE.

Jefferies retained buy with ₹900 target price.

Growth and asset quality improvements seen as key re-rating triggers.

The non-banking financial company, a subsidiary of HDFC Bank, had made a strong market debut on July 2, 2025. The stock listed at ₹835, marking a premium of 13 per cent over its IPO price of ₹740 on the National Stock Exchange and BSE. Despite the solid listing, the share price has since retreated significantly amid broader market volatility and profit-booking.

It had hit a 52-week low of ₹633 on March 16, 2026, nearly 24 per cent below the listing price.

Jefferies maintains buy at ₹900

Jefferies remains optimistic about the stock’s prospects and believes the recent correction offers an attractive entry opportunity for investors. The brokerage has maintained a buy rating on the stock while trimming its target price to ₹900 from ₹920, implying meaningful upside from current levels.

According to Jefferies, management interactions indicate that demand trends remain healthy in the ongoing quarter. The brokerage expects assets under management growth to improve to 16–18 per cent by FY27. Net interest margins are projected to remain steady despite a marginal increase in the cost of funds.

Jefferies also highlighted improving asset quality metrics. Collection efficiency has strengthened, and credit costs are expected to decline to around 2.4 per cent in the near term, with further easing likely over the medium term. Management has guided for return on assets to improve to 2.5 per cent by FY28, supported by stronger earnings momentum between FY26 and FY28.

The brokerage added that valuations appear reasonable following the recent pullback in the stock price. It believes a sustained improvement in growth momentum along with a decline in credit costs could act as key catalysts for a re-rating of the stock.

US President Donald Trump delays his trip to Beijing due to Iran war while also seeking China’s help to reopen the Strait of Hormuz.

US President Donald Trump has confirmed he is delaying plans to meet with Chinese President Xi Jinping at the end of the month, as the US-Israeli war on Iran continues to consume most of Washington’s focus.

“We are resetting the meeting,” Trump told reporters at the White House on Tuesday. “We’re working with China. They were fine with it.”

Trump’s comments that he wants to remain in Washington come as the war against Iran extends into its third week and the Strait of Hormuz remains closed to almost all global shipping.

“Because of the war, I want to be here. I have to be here,” Trump said.

Trump was scheduled to visit Beijing from March 31 to April 2. The president said he now plans to visit in “about five weeks” or towards the end of April. His last state visit to China was in 2017, during his first term.

China’s Ministry of Foreign Affairs said on Tuesday that the US and China “remain in communication” about Trump’s plans to visit.

Trump and Xi were expected to discuss a range of issues, from trade tariffs and Chinese export controls on rare earth minerals and magnets, to the US relationship with Taiwan and Chinese fentanyl exports.

The US-China trade war was put on pause in October when Xi and Trump signed a truce following a meeting in South Korea, and both sides have been working on a more comprehensive trade agreement to resolve their dispute.

While China and Xi were in Trump’s crosshairs at the start of his second term last year, the president’s tone towards both has softened since his meeting with the Chinese leader in South Korea.

“I look forward to seeing President Xi; he looks forward to seeing me, I think,” Trump said from the White House. “We have a very good relationship with China. It’s much different than it was in the past.”

Trump has also signalled that he is seeking China’s help to reopen the Strait of Hormuz, which has been largely blocked by Tehran since the US and Israel launched their war on Iran 19 days ago.

The waterway is a critical conduit for global trade and Middle East oil exports, and the price of oil has fluctuated significantly due to its closure and constricting fuel supplies.

Trump told The Financial Times that China was among the group of countries that should lobby Tehran to reopen the strait.

Trump previously accused Tehran and Beijing of belonging to the “Axis of Autocracy” due to their close economic ties, as China is Iran’s largest trading partner. China has also supplied Tehran with critical technology to support electronic warfare, some of which has been on display in recent weeks.

If the strait remains closed and the war continues, Trump could still see himself on the back foot when his meeting with Xi next takes place, said Ali Wyne, senior researcher of US-China relations at the International Crisis Group.

Proponents of the Trump administration’s foreign policy had hoped that Operation Epic Fury, as the US campaign on Iran has been named, “would enhance President Trump’s negotiating posture vis-a-vis President Xi by underscoring his willingness to take dramatic, unexpected actions”, Wyne said.

“The gambit, however, has quickly boomeranged. Facing the severest oil supply shock in history, Trump is now exhorting Xi to help him reopen the world’s most vital waterway, the Strait of Hormuz,” he said.

EXCLUSIVE: A 16-year-old girl who had been missing for roughly one month has been safely recovered following a multi-state investigation that led to the arrest of an accused repeat kidnapper, the FBI told Fox News Digital on Tuesday.

The victim was reportedly found in a hotel room last Friday near Jacksonville, Florida, after she was reported missing from Ohio on Feb. 16.

Investigators identified the suspect as a Tennessee man named Negron, whose charges are currently pending. Agents also determined that Negron had been linked to a separate potential kidnapping in 2024, when he allegedly transported a 17-year-old Texas girl for sexual activity.

The agency reported Friday’s arrest as its second successful takedown of an alleged child sexual abuser in just one week.

FBI Director Kash Patel praised the operation, which was coordinated between multiple field offices, along with local police and the elite Hostage Rescue Team. He added that protecting children from violent criminals is a top priority and that the teams “no doubt saved lives.”

“This case is the best of the FBI working with our great local partners: Acting quickly, using elite technology capabilities, and deploying the best of the best tactical units to find the alleged kidnapper and very likely save a young girl’s life,” Patel said in a statement.

Federal officials said the girl, from Colerain Township, Ohio, was found after investigators identified and tracked down Negron.

While last Friday’s search warrant at Negron’s Tennessee home revealed that the suspect had already fled, law enforcement was able to track his whereabouts and vehicle later that morning to Palatka, Florida.

Negron was subsequently arrested, and the girl was reportedly found safe in a nearby hotel room.

Charges against Negron are currently pending. Digital evidence remains under review, though no child sexual abuse material has been identified at this time, federal officials said.

During the investigation, agents also discovered that Negron had been linked to a 2024 incident involving a 17-year-old from Texas.

At that time, he was allegedly involved in two prior barricade incidents with local law enforcement. He is also accused of making threatening statements toward officers, and a shotgun was found in his residence.

The rest of Negron’s criminal history includes local misdemeanor charges of theft, trespassing, criminal mischief and marijuana possession, the FBI said.

The local district attorney did not press charges at the time of the 2024 incident.

The FBI said it met with the U.S. Attorney’s Office for the Southern District of Ohio on Tuesday to discuss potential federal charges related to the alleged transportation of a minor for sexual activity tied to the 16-year-old victim.

Following his arrest in Jacksonville, Negron was put in transit back to Tennessee.

The FBI emphasized that this is the second time in just one week that field offices have coordinated seamlessly to take down alleged child sexual abusers.

The previous case, which saved a 13-year-old child and a 7-month-old baby, involved coordination between the Buffalo and Charlotte field offices.
