The UK economy would be 3.6% smaller by 2040 if net migration fell to zero, forcing the government to raise taxes to combat a much bigger budget deficit, a thinktank has predicted.
The National Institute of Economic and Social Research (NIESR) said falling birthrates in the UK and a sharp decrease in net migration last year had led it to consider what would happen if this trend continued to the end of the decade.
In this scenario the UK population would stop growing at about 70 million in 2030. The latest official figures showed the UK population was 69.3 million in 2024.
Dr Benjamin Caswell, a senior economist at NIESR, said: “Net zero migration leaves the economy 3.6% smaller by 2040 and this reflects slower employment growth and a smaller workforce.”
The thinktank said that initially real wages and disposable income would rise as firms would be forced to use more machinery and become more productive, with GDP per capita rising by 2% by 2040.
However, these gains would come at the cost of weaker growth in the economy overall as a smaller and ageing population would lead to fewer tax revenues, opening up the gap between public spending and receipts and causing the government to borrow more.
“Imagine it as like freezing the population where it is, and then just having a continually ageing population,” Caswell said. “In the short to medium term, it’s not too detrimental, but over 20 years this gap [in spending and receipts] becomes continually larger and larger.”
The thinktank said the government would fill this gap by borrowing, which would cause the budget deficit to increase by about 0.8% of GDP, or £37bn, by 2040.
This forecast is based on the assumption that government spending and tax rates up to 2030 follow the path estimated by the Office for Budget Responsibility (OBR), the UK’s official forecaster, and then the share of government spending as a ratio of GDP remains constant thereafter.
The thinktank said that certain payments, such as child benefit or jobseeker’s allowance, would adjust following these changes in the population, but that government investment and consumption would not alter greatly.
Caswell said that unless the fertility rate picked up, then zero net migration “would not be fiscally sustainable for the UK unless there were significant tax rises, and significant tax rises could potentially choke off economic growth”.
The forecast came after a sharp fall in net migration in 2025, from 649,000 to 204,000 in the year to June, after a tightening of work visa requirements by the Conservative government.
Additional measures by the Labour government around recruiting foreign workers within health and social care may bring down migration further, NIESR said. At the same time, the number of births and deaths in the UK have been more or less equal since the start of the decade, with any change in the UK population being driven by migration.

A heart-wrenching incident was carried out at the beginning of the new year in Delhi’s Rajiv Chowk (Connaught Place). Here three delivery boys together beat up 36-year-old businessman Shivam Gupta to death. Shivam Gupta had gone to Connaught Place for a party, but there he had a dispute with the delivery boys delivering food. After this, the accused hit Shivam Gupta on his head with a helmet and left him half dead.
In injured condition, Shivam Gupta was first admitted to LNJP Hospital and then referred to RML Hospital. 17 days later, on January 19, Shivam Gupta died during treatment. The incident of assault took place on January 3.
There was an argument over asking for water
The death of his only son Shivam Gupta has completely devastated his family and they are pleading for justice. According to the report of news agency PTI, Shivam, a resident of Laxmi Nagar in East Delhi, had gone to a party in Connaught Place with a friend on January 2. After coming out of the restaurant, he asked for water from a company representative near E Block near Rajiv Chowk Metro Station, during which an altercation broke out between the two.
The father told that after this the company representative hit him with a helmet and his two associates (company representatives) punched him and kicked him. At around 1:30 pm on January 3, the Police Control Room (PCR) received information that an injured person was lying unconscious on the road and his body was bleeding. Shivam was immediately taken to the hospital. There the doctors told that blood clots were found at many places in his body. He is not in a position to give any statement.
Shivam’s father Anil Kant Gupta told that his son had left home to attend a party on the evening of January 2, but did not return. He kept calling her continuously, but got no response. After some time, the police called him and informed him that his son was admitted in the hospital. There were marks of serious injuries on his body.
Shivam Gupta was vomiting blood
Anil Kant Gupta said, “When we reached the hospital, his condition was critical.” He was vomiting blood and was unresponsive. We requested the doctors to send him to another hospital for better treatment. Later, the team of doctors advised him to take him to another hospital for immediate special care. Shivam was admitted to Ram Manohar Lohia Hospital on January 4 and underwent surgery on January 5.
Shivam was recovering, but passed away after 17 days
The father said, “The doctors clearly told us that the injuries were life-threatening and immediate operation was necessary. After the operation we were told that the next 36 to 72 hours would be crucial for recovery. For some time he showed signs of improvement. He was responding to the calls of the doctors. We had hope, but on January 19 he left us.
Anil Kant Gupta, 61, who owns two shops in Paharganj area, said Shivam was his only son and the sole support of the family. He himself reached the police station and saw the CCTV footage of the incident, in which his son was lying on the ground and his friend was standing near him.
Shivam’s friend did not tell his family about the incident.
Shivam’s father alleged, “I along with the police watched several CCTV footage of the incident. The police told me that my son asked for water from the company representatives, then he got into an altercation with one of them. In a fit of anger, he repeatedly hit the helmet on my son’s head. He fell unconscious and fell on the ground and his friend who had accompanied him was standing nearby. I do not understand why he did not inform us about this entire incident.”
Choice International Limited posted strong financial results for the quarter ended December 31, 2025, with total revenue reaching ₹309 crore, marking a 46 per cent year-on-year increase.
The Mumbai-based financial services firm’s profit after tax more than doubled to ₹65.62 crore from ₹30.74 crore in the same quarter last year, representing 114 per cent growth.
The company’s EBITDA for Q3 FY26 stood at ₹117 crore, up 90 per cent year-on-year, with margins expanding to 37.92 per cent from 29.17 per cent. For the nine-month period ending December 2025, revenue grew 25 per cent to ₹830.66 crore, while PAT increased 56 per cent to ₹170.05 crore.
Stock broking contributed 58 per cent of revenue, followed by advisory services at 28 per cent and NBFC operations at 14 per cent.
The company’s demat accounts grew 24 per cent to ₹12.34 lakh, while client assets under stock broking increased 22 per cent to ₹60,500 crore. Assets under management for wealth products surged 328 per cent to ₹4,662 crore.
During the quarter, Choice AMC launched its first product, a Gold ETF, following regulatory approval. The company expanded its wealth management platform by acquiring the distribution businesses of Fintoo Group and Glory Prime Wealth Private Limited, adding approximately ₹500 crore in AUM.
Choice Wealth secured a contract from India Post Payments Bank to deploy a digital investment platform for IPPB’s nationwide network. The company’s consulting arm strengthened its government advisory capabilities through the acquisition of Ayoleeza Consultants Private Limited, which manages live projects worth ₹200 crore.
The company’s NBFC segment reported a total loan book of ₹756 crore, with retail loans at ₹530 crore. The advisory segment’s order book stood at ₹748 crore.

Clive Palmer has denied Steve Bannon helped direct his advertising blitz in the 2019 federal election, suggesting texts published in the Jeffrey Epstein files about the strategy were an attempt by the former Trump strategist to “increase his own influence” by claiming credit.
Palmer said he’d never communicated with Epstein – a convicted sex offender – and only ever spoke with Bannon in one brief, unexpected, late-night phone call.
In a press conference to announce a high court challenge to Labor’s 2025 reforms to political donations, Palmer claimed the Bannon story was a media “beat-up” and said he didn’t know why his name had been mentioned in a text exchange with Epstein.
“I just think he [Bannon] was trying to use me for some purpose, to increase his own influence at the time,” Palmer said on Wednesday.
Palmer, a mining magnate and the chair of the United Australia party political movement, had earlier this week denied any knowledge of the texts or any links to Bannon and Epstein.
The text conversation purporting to be between Bannon and an unidentified person – who appears to Epstein – was among a tranche of documents released by the US Department of Justice in connection with the dead sex offender.
Bannon, a Donald Trump loyalist and promoter of misinformation who ran the US president’s 2016 election campaign, said in the messages – sent two days after the 2019 Australian election: “I had Clive Palmer do the $60 million anti china and climate change ads.”
The 2019 federal election was marked by a significant rise in online misinformation and an unprecedented ad blitz by Palmer’s UAP. Scott Morrison’s Coalition government was returned, despite polls consistently pointing to a Labor victory.
On Wednesday, Palmer flatly denied any links to either Bannon or Epstein. He claimed he’d only spoken to Bannon once, when the Trump associate had contacted him close to the 2019 election in an unexpected phone call “in the middle of the night, at three o’clock”.
“I can’t remember the exact day, but I was deep in sleep, dreaming. I picked up the phone and this fellow said, ‘It’s Steve Bannon here’. I said, ‘Hello, Steve. Are you a member of our party?’” Palmer said.
Palmer said Bannon had replied he was calling from the United States. Palmer said he told him he couldn’t take donations from overseas.
“He said, ‘I don’t want to give a donation … I’m just ringing to say you’re running a great campaign against the Chinese. Keep it up’. I said, ‘Thanks, Steve’. And then I put the phone down.
“But apparently, if you go on the press reports, he wrote some sort of a text to Mr Epstein. I’ve never met Mr Epstein.”
Palmer said it was a very short conversation, and didn’t know how Bannon got his number.
Bannon has been contacted for comment.
Asked why Bannon would have tried to take credit for the advertising blitz, Palmer suggested: “Because it was a bit of an achievement that was taking place at the time in stopping [then Labor leader] Mr [Bill] Shorten from being prime minister.”
High court filing to come ‘within 90 days’
Palmer also said he would soon lodge a challenge to Labor’s electoral reforms, which limit the money that political parties can receive from outside donors.
His company, Mineralogy, has poured tens of millions of dollars into his political vehicles, often to little electoral benefit. Australian Electoral Commission data showed the UAP spent $123.5m in 2021-22, more than both Labor ($116m) and the Liberals ($118m), but saw the election of just one senator, Ralph Babet.
Data this week showed Mineralogy gave the Trumpet of Patriots, Palmer’s political vehicle at the 2025 election, just over $53m in the last financial year.
Palmer claimed the Labor and Liberal parties were seeking to “entrench themselves and silence the competition”.
“All political parties need to be able to communicate so they can fully inform the voting public. With this new legislation, freedom of speech is taken away,” he claimed.
Palmer said he would lodge a high court challenge “within 90 days”.
The special minister of state, Don Farrell, said the government stood by the electoral reforms.
“From day one, we’ve known that billionaires and vested interests would challenge our reforms,” he said.
“We’re stopping the influence of big money in our politics by capping donations, limiting campaign spending, restricting big donors, improving transparency, and strengthening the powers of the independent Australian Electoral Commission. We look forward to defending any challenge to these reforms.”
On Tuesday, a Himachal Roadways bus coming from Chaupal to Paonta Sahib in Himachal Pradesh fell into a 100 meter deep gorge near Sudoi Khad on the Haripur-Koti-Kwanu-Meenas Highway. The accident occurred due to the collapse of the rear while passing a truck coming from Kalsi side.
The Haripur-Koti-Kwanu-Meenas state highway, important from trade and strategic point of view, has been in a bad condition for a long time. The 72 km long interstate motor road connecting Uttarakhand to Himachal Pradesh is damaged at many places. The entire motorway is one and a half lane up to 30 kilometers and thereafter is single lane.
The pillars and retaining walls on the route are also damaged at many places. There is also a lack of crash barriers on the entire motorway which is extremely accident prone. Due to their absence, every year many vehicle accidents occur on this motorway and people become victims of untimely death.
