India’s government to allow Pakistani athletes to visit but maintains a sport ban on bilateral events like cricket.

Pakistani players ‌and teams will be able to participate in multilateral ⁠events hosted ⁠by India, but bilateral events remain off the table, India’s sport ministry said on Wednesday.

India also said the ⁠visa process for sportspersons and officials will be simplified while office bearers of international sport governing bodies will be ⁠granted multi-entry visas.

“With regard to international and multilateral events, in India or abroad, we are guided by the practices of international sports bodies and the interest of our own sportspersons,” the ‌ministry said in a memorandum.

“It is also relevant to take into account India’s emergence as a credible venue to host international sports events.”

India is set to host the Commonwealth Games in 2030, and they have also bid for the 2036 Olympics and the 2038 Asian Games ⁠in Ahmedabad.

India and Pakistan engaged in a ⁠military conflict that nearly snowballed into a full-fledged war last year.

There has been a long freeze in bilateral cricket between the nuclear-armed neighbours, who have ⁠not played a full series since 2012-13 and now meet largely at neutral venues.

Although ⁠India were co-hosts of the T20 ⁠Cricket World Cup earlier this year, Pakistan played all their matches in Sri Lanka – including a group game against India.

“In so far as bilateral sports events ‌in each other’s country are concerned, Indian teams will not be participating in competitions in Pakistan. Nor will we ‌permit ‌Pakistani teams to play in India,” the ministry added.

Trump seeks stay of $83.3M Carroll judgment for Supreme Court review

President Donald Trump’s lawyers are requesting a stay of the $83.3 million judgement in E. Jean Carroll’s defamation case while he seeks Supreme Court review on the grounds of presidential immunity, according to a new filing late Tuesday night.

The Trump request for a stay is unopposed by Carroll’s legal team if Trump increases the bond by roughly $7.46 million to cover post-judgment interest on the original judgment that has been under appeal.

“This Court should now stay the mandate to allow President Trump to present important questions relating to, without limitation, Presidential immunity and the Westfall Act to the Supreme Court,” the filing from Trump’s presidential lawyer Justin Smith read.

“Carroll does not oppose this motion.”

The Westfall Act is a federal law that protects government employees from being personally sued for common law torts like negligence or defamation committed while they were doing their jobs. Carroll originally sued for defamation in November 2019 during Trump’s first term.

Essentially, the referenced law acts as a legal “shield” by shifting the target of a lawsuit from an individual person to the United States government itself.

The 24-page filing with the U.S. Court of Appeals for the Second Circuit signals Trump’s intention to ask the Supreme Court to review where Trump is immune for this May 2023 judgment delivered as Trump was weighing another presidential primary run before 2024 and facing myriad legal cases under then-President Joe Biden.

Trump’s lawyers argue there is a “reasonable probability” the Supreme Court will take the case and a “fair prospect” the justices will reverse the lower court. They point to a dissent from the denial of rehearing en banc in which three Second Circuit judges identified what Trump’s team describes as legal errors involving presidential immunity and the Westfall Act.

“Absent a stay, President Trump will suffer ongoing irreparable harm due to violation of his right to immunity from this defamation suit for his official statements as President of the United States of America,” Smith argued, adding Trump may face proceedings to execute on the $83.3 million judgment before the Supreme Court has reviewed the case.

“President Trump respectfully asks the Court to stay the mandate until the Supreme Court’s final disposition of the petition for a writ of certiorari,” the filing stated.

“There is a ‘fair prospect’ that the SupremeCourt will reverse the Panel’s erroneous decisions that Presidential immunity and the Westfall Act were both waived,” Trump’s lawyers continued. “Issuing the mandate and permitting lower court proceedings to move forward during Supreme Court review of these significant questions would ‘eviscerate the immunity [the Supreme Court has] recognized,’ as well as create a likely inability to recover funds if the Supreme Court reverses, as it should.”

The motion was filed Tuesday by Smith of the James Otis Law Group.

Smith was nominated by Trump to be a United States Circuit Judge for the Eighth Circuit in early March, and the Senate Judiciary Committee held hearings on his nomination April 15.

Family identifies 18-year-old killed in Arcadia Lake mass shooting

Family has identified the 18 year-old woman killed in the Oklahoma’s Acadia Lake mass shooting that left nearly two dozen others injured.

A GoFundMe her family created Tuesday night establishes Avianna Smith-Gray as “a victim of a mass shooting (Arcadia lake Shooting)” and states she was “a Loving caring person.”

The GoFundMe also shared that Smith-Gray was an avid dancer, good with children and a talented singer and hairstylist.

“Avianna was so full of life and loved spending time with her family, friends, her boyfriend, & etc. she was 18 years old just graduated and was waiting to walk that stage! I can go on and on about her but know she was loved by many!” the GoFundMe message concluded.

Local police did not confirm her identity, but did confirm that an 18-year-old died as a result of injuries incurred at the mass shooting.

“We are saddened to confirm that an 18-year-old young woman has passed away from injuries sustained in the Arcadia Lake shooting on Sunday night,” the Edmond Police Department (EPD) wrote in a Tuesday night X post.

The Arcadia Lake shooting occurred shortly after 9 p.m. Sunday, according to EPD. At least 23 victims suffered gunshot-related injuries and at least 10 were taken to local area hospitals, according to a statement from EPD.

“The incident occurred during an unsanctioned party that began after dark and was advertised across multiple social media platforms, drawing a large crowd of young adults from across the metro area,” EPD’s statement read.

EPD responded to multiple 911 calls reporting shots fired.

Oklahoma City Police and the Oklahoma Highway Patrol also responded, according to EPD.

The trouble reportedly started when some of the party attendees started arguing with each other about their boyfriends, witness Jeremiah Braxton told The Associated Press.

“Everybody got scared, dudes was panicking, women was panicking, people seeing their friends fight,” Braxton said.

Another witness, Michael Triplet, was shot in the rear. He told the AP it was a “scary situation.”

Iran cyberspies LARPing as ransomware crims in espionage ops

MOIS-linked cyber outfit puts on a ransomware show to disguise the wide-open backdoor behind the scenes

Researchers at Rapid7 say that they have spotted what they believe was an Iranian intelligence cyber unit masquerading as the Chaos ransomware gang to hide a state-sponsored espionage operation.

The intrusion was spotted earlier this year, and investigators say breadcrumbs left behind give them “medium confidence” in saying it was the work of MuddyWater, which has been linked to intrusions affecting Western government and banking networks in recent months.

Attackers began with a Microsoft Teams phishing campaign, which is not uncommon. They also encouraged targets to share their screens. Again, it was nothing too out of the ordinary.

However, what must have required some expert persuasion work was that they convinced these individuals to enter their credentials into local text files, and even modify MFA settings to allow attacker-controlled devices to complete authentication.

Rapid7 researchers Alexandra Blia and Ivan Feigl wrote: “While connected, the [threat actor (TA)] executed basic discovery commands, accessed files related to the victim’s VPN configuration, and instructed users to enter their credentials into locally-created text files. 

“In at least one instance, the TA also deployed a remote management tool (AnyDesk) to further facilitate access.”

From there, browser artifacts suggested that attackers lifted credentials through phishing pages. At least one mimicked a Microsoft Quick Assist page.

Armed with valid credentials, the attackers then executed various commands via RDP, which downloaded payloads using curl. These payloads included a backdoor malware dubbed Darkcomp, a malicious Microsoft WebView2 loader to disguise traffic, and an encrypted configuration file that sent instructions to Darkcomp.

Then it was a case of performing lateral movement by using additional compromised accounts and scooping up sensitive data along the way. 

The attackers used the same accounts to send emails internally notifying organization leaders about the intrusion and data theft, and included an onion link leading to Chaos ransomware’s data leak site (DLS), where a corresponding entry appeared with all data redacted and hidden behind a countdown timer.

Follow-up emails aimed to build the illusion of a genuine ransomware attack, although the illusion was short-lived. 

The attackers instructed recipients to look for a file containing “access credentials” they could use to begin ransom negotiations. Unlike the plaintext credential files the attackers had socially engineered the original targets into creating, this file did not actually exist. There was no way to contact the attackers, whereas in a typical scenario the intruders would be looking for a payout.

There was also no file encryption, which is inconsistent with Chaos affiliates’ typical way of working.

“Despite these inconsistencies in the initial proof-of-compromise, the TA later published the stolen data on its DLS in line with modern extortion tactics,” Blia and Feigl wrote. “The leaked data was assessed to be legitimate.”

If not for financial gain, then what?

MuddyWater – if that is indeed the group behind this – did not extort the organizations in question, nor did they deploy a ransomware payload, but they did pose as an established ransomware group.

Rapid7 believes the group did this as an extension of its false-flag operations to provide a plausible front for cyberespionage activity, or preposition work to underpin potential destructive cyberattacks.

It wouldn’t be the first time MuddyWater or Iranian intelligence (MOIS) was found LARPing as a ransomware crew. Both have previously been linked to an attack on an Israeli hospital, allegedly carried out by a Qilin affiliate.

“Following the subsequent public attribution of that incident to the MOIS, it is plausible that the group adopted alternative ransomware branding, in this case Chaos, in an effort to reduce attribution risk and maintain a degree of plausible deniability,” said the researchers.

The unique benefits of masquerading as ransomware crooks include muddying attribution for attacks by leaving behind ransomware breadcrumbs, as well as redirecting defensive efforts toward locating signs of ransomware deployment instead of the backdoors that underpin espionage activity. ®

Trainline says Middle East tensions hitting European rail bookings | Rail industry

Trainline has said the US standoff with Iran is hitting its revenues, with rail ticket sales to foreign visitors to Europe affected.

The UK-based international ticketing aganet said it expected revenues to stay flat or decline over the coming year, citing “the effects of geopolitical tensions in the Middle East on inbound air traffic into Europe”.

Airlines have reported later bookings, with considerable consumer uncertainty around summer travel plans. The US-Israel war on Iran, closure of the strait of Hormuz and subsequent blockades have raised doubts about global jet fuel supply, with carriers already beginning to cancel thousands of flights.

Shares in the company fell on its earnings guidance, with the tensions in the Middle East tensions adding to Trainline’s prior warnings of headwinds, including UK ticketing policy.

The British government has frozen rail fares and indicated it would set up its own ticketing website under the planned Great British Railways, while the expansion of contactless payments around London and other cities is likely to further eat into Trainline’s business.

The group, whose primary revenues remain UK-based, reported full-year operating profits up 43% to £122m, with revenue up by 2% to £453m for 2025-26.

However, it said it now expected sales of just £440m-£455m in 2026-27.

Trainline said it remained Europe’s most downloaded rail app and is targeting further growth in Italy and France, where greater competition among operators on long-distance routes is expanding the ticketing market.

Jody Ford, the outgoing chief executive of Trainline, said it had been “a year of strong delivery with record net ticket sales and revenue, and continued double-digit growth in profitability”.

He added: “Ahead of the creation of GBR online retail in the UK, we are working closely with government to deliver on its commitment to deliver a fair and open regulatory framework. We strongly welcome the recent decision to open delay repay to independent retailers, our customers’ No 1 ask.”

Trainline shares dropped by about 8% in early trading but recovered to close about 1% lower.
