UK council dips into capital assets to fund Oracle project • The Register

In a budget-busting leap from SAP to Oracle, West Sussex County Council is trebling its raid on capital assets such as buildings to fund its “transformational” ERP project.

The current budget for the authority’s long-running project is £27 million, more than ten times the £2.6 million originally budgeted when it started nearly seven years ago.

Last year, The Register reported that the council was using money from selling off capital assets – including a former fire station – to fund the massively expanded budget. Although allowed by central government since 2016, the approach should not be used to relieve ongoing budget pressure, experts have warned.

In documents released to a council committee last week, officials said they expected use of funds from the sell-off to triple in the current financial year compared to a year earlier.

“Following a review of the 2025/26 plan, it is now currently projected that the council will use £12 million of this flexibility on qualifying transformation expenditure. However, the exact amount will not be known until the end of the financial year,” the report to the Performance and Finance Scrutiny Committee said.

In 2024/25, the council used £4 million in capital receipts to pay for its Oracle project, which it originally imagined would go live in March 2021. Officials expect the project to spend around £10 million in the 2026/27 financial year, with £4.3 million coming from capital receipts, and £5.6 million from one-off funding allocated to an IT infrastructure reserve.

An earlier estimate suggested the council might need to apply capital receipts of up to £20 million in 2025/26, with Oracle being “one major project likely to qualify.” The previous year saw £5.5 million set aside for the project from the unusual, one-off funding mechanism. Capital receipts are typically used to fund other capital projects such as schools and infrastructure rather than IT implementations and SaaS.

The council argues that selling property to fund an IT project, which would ordinarily be paid for using ongoing revenue, is justified because long-term savings are expected through “automation and enabling more tasks to be undertaken via self-service,” according to a council report from January last year [PDF].

Local council taxpayers will hope this is the case. However, the project has already confounded expectations. A report to the committee in 2024 said that in November 2019, the authority agreed a budget of £2.6 million, but later decided it needed more suppliers to help change business processes and reset the budget to £14.07 million, including £7 million in March 2021 and £7.07 million in October 2022.

In a separate report [PDF] to the council last month, the project team said the current approved budget is £27 million, based on a program of up to three years from May 2024, with finance, procurement, HR, and payroll live by April 2026, including six months of post-implementation support.

However, the £27 million figure does not appear to include spending on the project before May 2024. Systems integrator DXC began working with the council on the project under a five-year, £4 million contract in May 2020. Auditors EY later said there were “weaknesses regarding budgeting, governance and risk management.”

In July 2023, the council found there was no real prospect of a deliverable plan being agreed. It terminated the agreement with DXC on 1 September 2023 despite the company winning a lucrative contract variation. Published data detailing council spending shows that throughout its period working with the council on the project, DXC was paid around £6.6 million, more than 50 percent above the original contract price.

There is “no end in sight to the rain”, forecasters have warned, despite downpours having lashed Britain every day in 2026.

A yellow rain warning is in force for the West Midlands, and parts of the south of England and Wales, running until 9pm on Friday.

Homes and businesses could flood, power supplies could be affected, and some surface water flooding is likely because of the widely saturated ground, the Met Office said.

South West England and South Wales have faced 50% more rainfall than is usual for January, with rain every day of the year so far.

And forecasters predict that the rain will still be falling daily in those areas by Sunday.

“Unfortunately, there’s no end in sight,” said Dan Stroud, operational meteorologist with the Met Office.

Another band of rain in the South West will travel northwards on Friday with heavy bursts, he added.

And it is more of the same on Saturday, with heavy showers lashing the south in the morning, before gradually pushing up into Wales and the Midlands.

The southern and western parts of the UK will see yet another band of rain arrive on Sunday, it is predicted, though it should be slightly drier elsewhere.

Mr Stroud said: “Very little in the way of change, and the reason for it really is that we’ve got a big area of high pressure way out to the far north and east of the country, and that’s stopping areas of low pressure from moving through.

“Until that area of high pressure sort of shifts out of the way, we’re not really going to see much of a change in the forecast.

“At the same time, we’ve got the jet stream way to the south, bringing exceptional wet weather to Spain and Portugal.”

According to the yellow warning covering South West England and parts of Wales, up to 50mm of rain is predicted in higher places, with downpours of 30mm being widespread.

Higher places in Northern Ireland could face up to 80mm of rain, but 20mm is expected in the majority of places.

A blast has been reported at a mosque in Pakistan’s capital, Islamabad.

The explosion occurred at Khadija Tul Kubra mosque, in southeastern Islamabad’s Tarlai Kalan area, during Friday prayers.

Rescue teams have reached the site of the explosion.

There was no immediate information on casualties, but there were fears of a high death toll.

In November last year, a suicide bomber blew himself up at the entrance of the Islamabad District Judicial Complex, killing at least 12 people and wounding dozens.

Passengers will no longer wander in Delhi: DUMTA draft ready for integrated transportation, CM Rekha gave instructions

Delhi News: With a view to comprehensively reform the urban transport system in the national capital, the Delhi Government under the decisive leadership of Chief Minister Rekha Gupta has initiated the process of drafting a comprehensive Bill for the formation of Delhi Unified Metropolitan Transport Authority (DUMTA) and a dedicated Delhi Urban Transport Fund (DUTF).

The proposed legislation aims to bring Delhi’s currently fragmented transport system under an integrated, coherent and coordinated planning and governance framework, so as to develop a modern, efficient, people-centric and environmentally sustainable transport system for the capital. This initiative will prove to be a milestone towards a significant institutional reform in Delhi’s urban transport governance.

Formation of high level task force

To ensure expeditious and inclusive drafting of the proposed law, the Chief Minister has constituted a high-level task force under the chairmanship of the Chief Secretary. The task force has been instructed to prepare and present the draft of the bill within the stipulated time frame, which makes the reform-oriented commitment and readiness of the government clear.

This decision is in line with the long-standing demand of urban planners, transport experts and citizen stakeholders for an effective unified authority for planning, investment and operations among various transport agencies. Keeping in mind the rapid urbanization of Delhi, increasing population and ever increasing pressure of vehicles, the Chief Minister has made it clear that now there is a need for systemic and structural solutions instead of scattered measures.

Task Force and its responsibilities

This task force includes senior officials from major departments including transport, urban development, finance, planning, public works and Delhi Police. Apart from this, representatives of major civic and transport institutions like Delhi Development Authority (DDA), Municipal Corporation (MCD), Delhi Metro Rail Corporation (DMRC), Delhi Transport Corporation (DTC), National Capital Region Transport Corporation (NCRTC) and Indian Railways have also been included in it. The Chief Minister has also suggested co-nominating eminent experts in urban transport for balanced inclusion of global best practices and local needs.

Purpose and importance of DUMTA

Explaining the background of this initiative, Chief Minister Rekha Gupta said that Delhi’s transport agencies have historically worked separately, resulting in lack of coordination in route planning, infrastructure development and service delivery. He said, “DUMTA will coordinate the entire urban mobility system of Delhi. By bringing all transport modes like metro, bus, regional rail, railways and feeder services under a unified planning jurisdiction, we will ensure that transport solutions are efficient, inclusive and citizen centric.”

The Chief Minister also said that DUMTA will play an important role in strengthening public transport, improving last mile connectivity and reducing dependence on private vehicles, thereby reducing congestion on the roads. He underlined that this initiative is an important part of the government’s long-term strategy to tackle air pollution. Vehicle emissions are a major local source of pollution and expansion of a well-organized and reliable public transportation network is essential to achieving environmental goals.

The Chief Minister said, “Our government is simultaneously working on short-term, medium-term and long-term solutions to tackle pollution. This problem has worsened in the absence of structural reforms over the years. The establishment of DUMTA will be one of the most important long-term interventions to reduce dependence on private vehicles and provide clean, safe and efficient mobility to every citizen of Delhi.”

The National Urban Transport Policy envisages Unified Metropolitan Transport Authorities (UMTA) in big cities to ensure strategic planning and coordinated implementation of urban transport. The increasing population, pollution, pressure on roads and increasing need for well-organized public transport in Delhi NCR make the establishment of DUMTA extremely necessary.

Benefits of proposed DUMTA and DUTF

The concept of DUMTA is in line with the UMTA framework proposed under the National Urban Transport Policy 2006. In this model, the Integrated Transport Authority is envisaged as a nodal institution, which brings together transport operators, municipal bodies, traffic police and road infrastructure agencies into one institutional framework.

In the context of Delhi, the proposed DUMTA is expected to oversee strategic mobility planning, integration of metro, bus, regional rail and feeder services, coordination among agencies, resolution of jurisdictional overlap and improvement in the overall efficiency of public transport. This will enable integrated ticketing system, effective feeder connectivity and coordinated implementation of transport projects.

This initiative signals a significant institutional change in urban transport governance in Delhi. DUMTA and its accompanying proposed DUTF as a dedicated financial mechanism will enable integrated urban mobility planning in line with the long-term and growing transportation needs of the city. According to the government notification, the task force will submit its recommendations within three weeks, after which the process of finalizing the bill through the legislative process will be initiated.

Photo-sharing platform Flickr is notifying users of a potential data breach after a vulnerability at a third-party email service provider exposed their real names, email addresses, IP addresses, and account activity.

Founded in 2004, Flickr is one of the world’s largest photography communities and sharing sites, hosting over 28 billion photos and videos. The company says it has 35 million monthly users and 800 million monthly page views.

Flickr did not disclose which third-party provider was involved or how many users were potentially affected by this incident. A Flickr spokesperson was not immediately available for comment when contacted by BleepingComputer earlier today for more details.

Wiz

The company said that it shut down access to the affected system within hours after being informed of the security flaw on February 5. While the vulnerability “may have” provided access to some member information, Flickr said that passwords and payment card numbers were not compromised in the incident.

“On February 5, 2026, we were alerted to a vulnerability in a system operated by one of our email service providers,” the company said in emails to affected users. “This flaw may have allowed unauthorized access to some Flickr member information. We shut down access to the affected system within hours of learning about it.”

The exposed information includes member names, email addresses, Flickr usernames, account types, IP addresses, general location data, and their activity on the platform.

The company has also encouraged affected users to review their account settings for any unexpected changes and to remain vigilant against phishing emails that may use their Flickr account information, noting that it will never request passwords over email.

Users are also recommended to update their passwords as soon as possible if they use their Flickr credentials on other services.

“We sincerely apologize for this incident and for the concern it may cause,” Flickr added in the emailed notifications.

“We take the privacy and security of your data extremely seriously, and we are taking immediate action to prevent any similar issues by conducting a thorough investigation, strengthening our system architecture, & further enhancing our monitoring of third-party service providers.”

Israeli settler violence and harassment in the occupied West Bank have displaced nearly 700 Palestinians in January, the highest number since Israel’s genocidal war in Gaza erupted in October 2023, according to the United Nations.

At least 694 Palestinians were forcefully driven from their homes last month, according to a statement by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) on Thursday.

The office also said in late January that settler violence has become a key driver of forced displacement in the occupied West Bank.

January’s displacement numbers were particularly high in part due to the displacement of an entire herding community in the Jordan Valley, Ras Ein al-Auja, whose 130 families left after months of sustained harassment.

“[The displacements] include 600 displaced from Ras Ein al-Auja community, marking the highest single-community displacement due to settler attacks and access restrictions over the past three years,” the statement said.

It also said that January 2026 marks the second-highest single‑month displacement since the October 2023 peak at 1,032.

Settlers in the West Bank, which Israel has illegally occupied since 1967, use herding to establish a presence on agricultural land used by Palestinian communities and gradually deny them access to these areas, according to a 2025 report by Israeli NGO Peace Now.

The settlers rampage through Palestinian-owned land, destroying property and olive groves, injuring and killing civilians with impunity, often with the Israeli military’s backing.

‘No pressure on Israel’

To force Palestinians out, settlers resort to harassment, intimidation and violence, “with the backing of the Israeli government and military”, Peace Now said.

“No one is putting the pressure on Israel or on the Israeli authorities to stop this and so the settlers feel it, they feel the complete impunity that they’re just free to continue to do this,” said Allegra Pacheco, director of the West Bank Protection Consortium, a group of NGOs working to support Palestinian communities against displacement.

She pointed to a lack of attention on the West Bank as another driving factor.

“All eyes are focused on Gaza when it comes to Palestine, while we have an ongoing ethnic cleansing in the West Bank and nobody’s paying attention,” she told the AFP news agency.

Palestinians in the West Bank are also displaced when Israel’s military destroys structures and dwellings it says are built without permits or in prolonged Israeli raids in towns.

In January, 182 other Palestinians were displaced due to home demolitions, according to OCHA.

Excluding occupied East Jerusalem, the West Bank is home to more than 500,000 Israelis living in settlements and outposts considered illegal under international law.

About three million Palestinians live in the occupied West Bank.
