The two leaders discussed maintaining their growing ties amid international instability.

Russian President Vladimir Putin and Chinese President Xi Jinping have held a video call to discuss ways to enhance cooperation, maintain strategic stability, and manage their relations with the United States.

The call comes as many Western countries are exploring potential opportunities with China following clashes with US President Donald Trump over tariffs and his demands to take over Greenland from NATO ally Denmark.

Both the British and Canadian prime ministers visited Beijing last month, and the German chancellor is expected to visit this month.

Putin described the foreign policy ties between the two nations as “an important stabilising factor amidst growing turbulence in the world”, according to a transcript released by the Kremlin on Wednesday.

He said Russia and China would continue close coordination on global and regional agendas, “both bilaterally and within all the multilateral frameworks”, including the United Nations, the BRICS coalition of economies, and the Shanghai Cooperation Organisation, where he said the “Russian-Chinese tandem plays an essential role”.

Putin said the two countries had “forged an exemplary comprehensive partnership and strategic cooperation”, and reaffirmed Russia’s “resolute support” for their efforts to “ensure the sovereignty and security of our two countries, their social and economic prosperity, and the right to choose their own development path”.

Xi, speaking via an interpreter, called for the countries to work out a “grand plan” to further bilateral relations, which he said were advancing in the right direction.

“The two sides should seize this historic opportunity, maintain close high-level exchanges and strengthen practical cooperation across various fields,” he was quoted as saying by China’s state broadcaster CCTV.

US relations

Kremlin aide Yuri Ushakov said that Putin has accepted President Xi’s invitation to visit China in the first half of 2026, the Reuters News Agency reported.  Xi visited Russia in May last year.

Putin and Xi exchanged views about their countries’ relations with the United States, Ushakov said, noting they “practically coincide,” including their assessment of Trump’s so-called “Board of Peace” initiative in Gaza.

“Russia and China stand for equal and mutually beneficial cooperation on the basis of international law and the United Nations Charter,” Ushakov said.

Putin had previously thanked Trump for the invitation to join the Board of Peace and said Moscow would consider it.

China has not commented directly on the Board of Peace, other than to say it was invited to join. Asked about Trump’s new organisation replacing the UN in Gaza, Foreign Ministry spokesperson Guo Jiakun said China will uphold the international system with the UN at its core, no matter how the international landscape changes.

Trump calls NBC’s Savannah Guthrie amid search for missing mother

President Donald Trump called NBC “Today” co-host Savannah Guthrie on Wednesday as the search for her missing mother intensifies, Fox News Digital learned. 

A White House official confirmed to Fox News Digital on Wednesday afternoon that Trump called and spoke with Guthrie. The official did not provide additional details on the call. 

Guthrie’s 84-year-old mother, Nancy Guthrie, went missing from her Arizona home, and was last seen on Saturday. 

The president had offered additional federal support amid the search for the elderly woman on Tuesday, adding that he would call Savannah Guthrie.

“I think it’s terrible,” Trump told the media on Tuesday. “I’m going to call [Savannah Guthrie] later on. I think it’s a terrible thing. … Very unusual situation, but we’re going to find out.”

Nancy Guthrie was last seen at her Tucson home at about 9:30 p.m. Saturday, according to the Pima County Sheriff’s Department. Sheriff Chris Nanos said on Monday that “we do, in fact, have a crime,” but has not provided additional details. 

“Blood drops” were found leading from the entryway of the home toward the driveway, a police source previously told Fox News Digital.

“At this point, investigators have not identified a suspect or person of interest in this case. Detectives continue to speak with anyone who may have had contact with Mrs. Guthrie,” Nanos said on Wednesday. “Detectives are working closely with the Guthrie family. While we appreciate the public’s concern, the sharing of unverified accusations or false information is irresponsible and does not assist the investigation.”

Trump’s phone call to Savannah Guthrie comes after the pair sparred during the 2020 election cycle, when Guthrie moderated a town hall event with the president. At one point, Guthrie accused Trump of “sending a lie” to his followers about Osama bin Laden’s death, comparing him to “someone’s crazy uncle.”

“I always got along very good with Savannah,” Trump said of Guthrie on Tuesday from the White House despite the pair’s previous back and forth.

Mandiant Finds ShinyHunters-Style Vishing Attacks Stealing MFA to Breach SaaS Platforms

Google-owned Mandiant on Friday said it identified an “expansion in threat activity” that uses tradecraft consistent with extortion-themed attacks orchestrated by a financially motivated hacking group known as ShinyHunters.

The attacks leverage advanced voice phishing (aka vishing) and bogus credential harvesting sites mimicking targeted companies to gain unauthorized access to victim environments by collecting sign-on (SSO) credentials and multi-factor authentication (MFA) codes.

The end goal of the attacks is to target cloud-based software-as-a-service (SaaS) applications to siphon sensitive data and internal communications and extort victims.

The tech giant’s threat intelligence team said it’s tracking the activity under multiple clusters, including UNC6661, UNC6671, and UNC6240 (aka ShinyHunters), so as to account for the possibility that these groups could be evolving their modus operandi or mimicking previously observed tactics.

“While this methodology of targeting identity providers and SaaS platforms is consistent with our prior observations of threat activity preceding ShinyHunters-branded extortion, the breadth of targeted cloud platforms continues to expand as these threat actors seek more sensitive data for extortion,” Mandiant noted.

“Further, they appear to be escalating their extortion tactics with recent incidents, including harassment of victim personnel, among other tactics.”

Details of the vishing and credential theft activity are as follows –

  • UNC6661 has been observed pretending to be IT staff in calls to employees at targeted victim organizations, directing them to credential harvesting links under the guise of instructing them to update their multi-factor authentication (MFA) settings. The activity was recorded between early and mid-January 2026.
  • The stolen credentials are then used to register their own device for MFA and then move laterally across the network to exfiltrate data from SaaS platforms. In at least one case, the threat actor weaponized their access to compromised email accounts to send more phishing emails to contacts at cryptocurrency-focused companies. The emails were subsequently deleted to cover up the tracks. This is followed by extortion activity conducted by UNC6240.
  • UNC6671 has also been identified as impersonating IT staff to deceive victims as part of efforts to obtain their credentials and MFA authentication codes on victim-branded credential harvesting sites since early January 2026. In at least some instances, the threat actors gained access to Okta customer accounts. UNC6671 has also leveraged PowerShell to download sensitive data from SharePoint and OneDrive.
  • The differences between UNC6661 and UNC6671 relate to the use of different domain registrars for registering the credential harvesting domains (NICENIC for UNC6661 and Tucows for UNC6671), as well as the fact that an extortion email sent following UNC6671 activity did not overlap with known UNC6240 indicators.
  • This indicates that different sets of people may be involved, illustrating the amorphous nature of these cybercrime groups. What’s more, the targeting of cryptocurrency firms suggests that the threat actors may also be looking to explore further avenues for financial gain.

It’s worth noting that UNC6661 and UNC6671 are far from the only clusters to have engaged in vishing attacks to breach enterprise networks. In June 2025, Google Threat Intelligence Group (GTIG) exposed another threat actor known as UNC6040 that carried out voice phishing campaigns to breach organizations’ Salesforce instances for large-scale data theft and extortion attacks.

“We haven’t seen any indications that UNC6040 was involved in the extortion activity for this latest campaign,” Mandiant told The Hacker News via email. “While we cannot rule out future UNC6040 activity, we attribute the latest extortion activity to UNC6661, which GTIG tracks as a separate actor. To date, we’ve seen no overlap in activity between UNC6661 and UNC6040.”

To counter the threat posed to SaaS platforms, Google has outlined a long list of hardening, logging, and detection recommendations –

  • Improve help desk processes, including requiring personnel to require a live video call to verify their identity
  • Limit access to trusted egress points and physical locations; enforce strong passwords; and remove SMS, phone call, and email as authentication methods
  • Restrict management-plane access, audit for exposed secrets and enforce device access controls
  • Implement logging to increase visibility into identity actions, authorizations, and SaaS export behaviors
  • Detect MFA device enrollment and MFA life cycle changes; look for OAuth/app authorization events that suggest mailbox manipulation activity using utilities like ToogleBox Email Recall, or identity events occurring outside normal business hours

“This activity is not the result of a security vulnerability in vendors’ products or infrastructure,” Google said. “Instead, it continues to highlight the effectiveness of social engineering and underscores the importance of organizations moving towards phishing-resistant MFA where possible. Methods such as FIDO2 security keys or passkeys are resistant to social engineering in ways that push-based, or SMS authentication are not.”

US announces proposed critical mineral trading bloc | Mining News

United States Vice President JD Vance has proposed creating a new critical mineral trading bloc and coordinating pricing floors as Washington tries to loosen China’s control over rare earth mineral manufacturing.

Vance said on Wednesday that the trade war over the past year exposed how dependent most countries are on the critical minerals that China has a stranglehold on.

“We want members to form a trading bloc among allies and partners, one that guarantees American access to American industrial might while also expanding production across the entire zone,” Vance said at a meeting of foreign ministers at the US State Department.

“What is before all of us is an opportunity at self-reliance that we never have to rely on anybody else except for each other, for the critical minerals necessary to sustain our industries and to sustain growth.”

China has maintained 70 percent of the world’s rare earth mining. Critical minerals are used in key products that consumers use daily, including smartphones and cars.

“The United States is a distant second [in mining] at just 12 percent, leaving a significant gap to close. As a result, [US] President Trump spent much of 2025 meeting with leaders from Ukraine, Australia, Japan, and countries across Central and Southeast Asia to negotiate trade deals aimed at securing access to rare earths and critical minerals, efforts intended to give the US a better chance of competing with China,” Mark Temnycky, a nonresident fellow at Atlantic Council’s Eurasia Center, told Al Jazeera.

 

“I think a lot of us have learned the hard way over the last year how much our economies depend on these critical minerals,” Vance said at the opening of a meeting that US Secretary of State Marco Rubio hosted with officials from several dozen European, Asian and African nations.

South Korea, India, Thailand, Japan, Germany, Australia, and the Democratic Republic of the Congo were among the countries attending the meeting on Wednesday.

The meeting was underscored by tensions between the US and allies amid US President Donald Trump’s unsolicited attempts to acquire Greenland from Denmark.

“Denmark has been on high alert. Several countries within the NATO alliance sent troops to Greenland to strengthen and fortify the territory, and it’s very significant because it’s ruffling a lot of feathers, and making a lot of traditional US allies and partners very uncomfortable with dealings with the US,” Temnycky said.

But those tensions haven’t stopped the White House from pushing a new trading bloc.

On Monday, the White House said it will build a new critical mineral stockpile and named the plan Project Vault. Vance’s announcement on Wednesday came just as Trump held a call with China’s President Xi Jinping which he said was “excellent” but it was not clear if there was any mention of the proposed bloc.

Pricing floor

Vance also said that the US will unveil a pricing floor system that Washington hopes will unlock private investment in mining and processing projects that have struggled to compete with cheaper Chinese supply.

The approach could reshape global supply chains for materials essential to electric vehicles, semiconductors and defence systems, while raising costs for manufacturers in the short term and escalating trade tensions with Beijing.

China’s expanded export controls on rare earths last year caused production delays and shutdowns for auto manufacturers in Europe and the US, and a China-generated glut of lithium has stalled plans to expand production in the US.

“China has long played an important and constructive role in keeping the global industrial and supply chains of critical minerals safe and stable and is willing to continue to make active efforts in this regard,” China’s embassy in Washington told the Reuters news agency when asked about the meeting.

China’s leverage was on full display in October when Trump agreed to trim tariffs on Chinese goods in exchange for Beijing’s pledge to hold off on stricter restrictions on rare earths exports.

Wednesday’s gathering underscores a broader US push to work with partners to counter China’s dominance in the sector by coordinating policy tools at a time when Trump has angered allies with his sweeping “America First” tariff policies.

On Wall Street, nearly all of the critical minerals companies in which the Trump administration has taken equity stakes are seeing their stock prices tumble in midday trading. MP Materials is down more than 8 percent, Intel has fallen over 3.5 percent, Lithium Americas is off 7.6 percent, Trilogy Metals is down more than 10 percent, and USA Rare Earth has dropped 10.8 percent. Korea Zinc is the lone outlier, rising 6.5 percent.

Wave of emotion as first Gazans use Rafah Crossing to return home to loved ones | World News

First came the cars of the United Nations, then two coaches with blue paintwork. And then came a wave of emotion – proof that the heart has a power that the head can’t always match.

How to explain the logic of people desperate to return to the shattered ruins of Gaza?

To leave behind the safety and sanctuary of life in Egypt, and to rush back to a place where you search for running water, dream of functioning hospitals and fear the effects of airstrikes, collapsing buildings and unexploded bombs.

The only explanation is the profound sense of longing that can affect us all when we are separated from family, friends and the place we consider our home. And so it is in Gaza.

The people who came out of those coaches were among the first to have crossed the Rafah Crossing to pursue their dream of returning to Gaza.

It’s estimated that more than 40,000 people fled the Strip during the war. These were the first to come back.

Foreign journalists are banned from entering Gaza, but our Gazan colleagues have been reporting on our behalf ever since the war began. As they filmed, they saw a stream of emotional reunions and outpourings of joy.

Kariza Bahloul, 48, was one of those to have come home.

She told our colleagues in Khan Younis that it was “an indescribable feeling” to return: “I am very happy that I came back to my husband, my sons, my family, my loved ones, and also to my homeland. And the homeland feeling is the most important.”

A few feet away, Amati Othman Omran was also soaking up the feeling of homecoming.

She had left Gaza to accompany her husband, Adel, to Egypt so he could have heart surgery. But her love for Gaza never diminished.

“When the road back was blocked, and I could not come back, I spent two years without a single day of peace, thinking of my sons, my brother, sisters. My family,” she said.

“I thank God that I have come back to Gaza. I smelled its scent and its air from far away.”

Huda Abu Abed had left during the first ceasefire, traumatised by the death of her son. Then, she said, there were still houses and olive trees.

“Everything was not destroyed, as it is now,” she said.

So how, she was asked, did she feel about coming back to a land where she will be destined to live in a tent, surrounded by rubble?

“It is better than living in a villa,” came the reply. “If I sit under a tree, it is better than being away from home. I am happy to get back to a tent, because that tent will contain my family.”

It is an intoxicating strain of both optimism and loyalty. But it also feels so discordant to the reality of life.

Not only is everyday existence still unpredictable and fragile, but the danger of sudden violence lingers over everything.

Just hours after these people were joyously reunited with their families, more than 20 Gazans were killed by a combination of Israeli tank and airstrikes. Among them, a paramedic who had come to help.

The Israeli military later issued a statement saying it had targeted one of the leaders of the 7 October massacre, and offered its regret for any harm done to “uninvolved civilians”. It was near as the Israel Defence Forces (IDF) normally comes to an apology.

A little while later came a separate IDF statement, accusing “Hamas terrorists” of “systematically using ambulances in Gaza by transporting terrorists and weapons”.

The effect, whether deliberate or not, was to dilute their own words of regret. In Gaza, the place where some are desperate to flee, and others are desperate to return, nothing is ever sure.

President Donald Trump urges unwilling Republicans to ‘nationalize’ voting systems

President Donald Trump doubled down on his call for Republicans to “nationalize” voting, this time defending the idea directly to the press.

Trump made the comments during a signing ceremony in the Oval Office on Tuesday, flanked by prominent congressional Republicans. White House officials have said Trump is primarily interested in defending election integrity.

“I want to see elections be honest, and if a state can’t run an election, I think the people behind me should do something about it,” Trump told reporters at the event, referencing the GOP lawmakers.

“Take a look at Detroit … take a look at Philadelphia, take a look at Atlanta,” Trump continued. “The federal government should not allow that. The federal government should get involved. These are agents of the federal government to count the vote. If they can’t count the vote legally and honestly, then somebody else should take over.”

Prominent Republicans have hesitated to fall in behind Trump on the issue. Senate Majority Leader John Thune outright rejected the idea when asked about it later Tuesday.

“I’m not in favor of federalizing elections, no. I think that’s a constitutional issue,” he told reporters.

Trump first called for federalizing elections during a podcast interview with former Deputy FBI Director Dan Bongino that aired Monday.

“The Republicans should say, ‘We want to take over,'” Trump told Bongino. “We should take over the voting … in at least many, 15 places. The Republicans ought to nationalize the voting. We have states that are so crooked and they’re counting votes.”

Senate Minority Leader Chuck Schumer pounced on Trump’s statement during remarks on the floor of the Senate.

He said, ‘We want to take over, the Republicans ought to nationalize the voting,'” Schumer said Monday. “Does Donald Trump need a copy of the Constitution? What he is saying is outlandishly illegal.”

White House spokeswoman Abigail Jackson later clarified Trump’s comments in a statement to ABC News. She argued Trump was expressing his desire for the U.S. to have free and fair elections.

Nigel Farage’s two-day trip to Davos cost more than £50,000 after he was given two guest passes by an Iranian-born billionaire, documents show.

The Reform UK leader officially declared his attendance at the conference on the register of MPs’ interests, after giving speeches at the Switzerland summit in which he pledged to “put the global elites on notice”.

Despite previously having dismissed the World Economic Forum as a jaunt for “globalists”, Farage also accepted £1,100 of luxury hotel accommodation from the conference organisers.

The Guardian revealed last month that Farage had his trip to Davos paid for by Sasan Ghandehari, which the Reform UK leader refused to confirm at the time. He was registered at the forum under the banner of HP Trust, which is the family office of Ghandehari and describes itself as having a portfolio value in excess of $10bn (£7.4bn).

HP Trust said Farage was an honorary and unpaid adviser since about 2018, but the Reform UK leader disputes that he has ever worked for them and declared no role for the firm on the register.

Since Farage’s funding from Ghandehari emerged, questions have been mounting for Reform about a £200,000 donation from a design firm, Interior Architecture Landscape, which counts the Ghandeharis as a major client.

The firm is officially owned by a John Richard Simpson, a conveyancer from Potters Bar, and the company insists that the Ghandeharis had no influence on the donation being made.

Little is known about Ghandehari, but his family is believed to derive its wealth from his late mother, Hourieh Peramaa, who has previously been described as a Kazakh-born Iranian investor who was a refugee before making billions through property.

She first appeared in the UK about 2008 when she bought one of the most expensive properties in London for £50m. The Ghandeharis are now known as art collectors, and he is the representative of a firm suing Christie’s auction house over the provenance of a Picasso painting previously owned by someone convicted of a drugs offence.

During his trip to Davos, Farage appeared at several events and said he would tax banks. He was also interviewed by Rebel News, a Canadian media outlet that platforms far-right contributors, whose reporter questioned Farage on whether he regretted comments about far-right agitator Tommy Robinson who has threatened to sue him for wrongly saying his criminal conviction was in relation to violence against a woman.

Farage said he was “sorry if he got it slightly wrong” about Robinson’s conviction and added: “I don’t wish to have a fight with him. He does what he does, I do what I do. There we go.”

Critical SolarWinds Web Help Desk bug under attack • The Register

Attackers are exploiting a critical SolarWinds Web Help Desk bug – less than a week after the vendor disclosed and fixed the 9.8-rated flaw. That’s according to America’s lead cyber-defense agency, which set a Friday deadline for federal agencies to patch the security flaw.

The vulnerability under attack, CVE-2025-40551, is an untrusted deserialization flaw that can lead to remote code execution, allowing a remote, unauthenticated attacker to execute OS commands on the affected system.

SolarWinds fixed the security hole, along with five others, in Web Help Desk version 2026.1, released on January 28. Horizon3.ai and watchTowr researchers reported these six bugs to the software vendor, with Horizon3 warning that “these vulnerabilities are easily exploitable.”

While there weren’t any known cases of in-the-wild exploitation at the time of disclosure, Rapid7 threat hunters said “we expect this to change as and when technical details become available.”

Plus, they pointed out, SolarWinds’ Web Help Desk product has made two previous appearances, both times in 2024, in CISA’s Known Exploited Vulnerabilities catalog, “indicating that it is a target for real-world attackers.”

These were CVE-2024-28987, a critical, hardcoded login credential bug and CVE-2024-28986, a deserialization RCE vulnerability that was patched three times before the fix worked and attackers weren’t able to bypass it.

While we don’t know who is attacking the latest Web Help Desk vulnerability, or what they are doing with the access to vulnerable machines, the abbreviated deadline for federal agencies to fix indicates a serious threat.

Federal agencies are typically required to remediate known exploited vulnerabilities within 14 days of the bugs being added to the catalog. In urgent cases, however, CISA sets a shorter deadline, usually a week, but in this case of CVE-2025-40551, it’s just three days.

SolarWinds did not immediately respond to The Register‘s questions about the size and scope of exploitation. We will update this story if we receive a response. ®

Killing of Saif Gaddafi removes alternative to Libya’s rival governments | Muammar Gaddafi News

The killing of Saif al-Islam Gaddafi, the most prominent surviving son of former Libyan dictator Muammar Gaddafi, removes a figure who commanded symbolic influence among some Libyans, even as he was reviled by others as the representative of a hated regime.

The 53-year-old, killed on Tuesday in the western Libyan town of Zintan, was an alternative to the country’s current power duopoly, split between the United Nations-recognised government in the capital, Tripoli, and the so-called Libyan National Army in the east of the country.

The killing occurred less than a week after a reported January 28 meeting at Paris’s Elysee Palace brought together Saddam Haftar, son of eastern strongman Khalifa Haftar, and advisers to Tripoli-based Prime Minister Abdul Hamid Dbeibah.

Then, on Sunday, a meeting brokered by the United States in Paris brought together senior officials from the two rival Libyan administrations to discuss efforts towards national unity.

However, the manner of Gaddafi’s death – his political team said that four masked men had stormed his house and shot him – has once again highlighted the insecurity Libya still faces, and the murky nature of the country’s political divides.

Saif al-Islam as heir to Gaddafi

Saif al-Islam Gaddafi had some influence in Libya despite having no notable military force under his command, and no control over territory, unlike his rivals.

He was once seen as his father’s Western-friendly, reform-minded heir before he dropped that image dramatically during the 2011 revolution to help lead a brutal crackdown on protesters. In a televised speech at the time, he denounced the protesters and endorsed his father’s crackdown, threatening “rivers of blood”.

“That speech during the protests marked the end of Saif the reformer and the birth of Saif the son of [Muammar] Gaddafi,” Anas El Gomati, director of the Sadeq Institute, a Libyan think tank, told Al Jazeera.

After rebels captured Saif al-Islam Gaddafi in 2011, he spent six years held in Zintan by a local militia. Emadeddin Badi, a senior fellow at the Global Initiative against Transnational Organized Crime and Libya expert, said that his captors eventually became more sympathetic to him “and were acting as his bodyguards”.

“He was not a captive in the traditional sense whatsoever and even had a social life there, married with kids,” Badi said.

After his release in 2017, Gaddafi kept such a low profile that many speculated he might be dead. He resurfaced publicly with a New York Times interview in 2021, where he hinted at a political comeback, and later moved to pursue presidential ambitions.

When he registered to run for president in 2021, it became a major controversy that contributed to the collapse of the entire electoral process.

Saif al-Islam was disqualified because of an earlier war crimes conviction, but the disputes around his candidacy contributed to derailing the vote.

Still, he retained support among some groups who, amid Libya’s descent into civil war and rival fiefdoms, were nostalgic for the perceived stability of the Gaddafi era.

His father, Muammar Gaddafi, came to power in 1969, amid a wave of coups in the Arab world along a crescent from South Yemen, through Somalia and Sudan that year.

Gaddafi presided over a regime, which, although dictatorial, saw a period of economic growth in the country, fuelled by Libya’s oil reserves.

The regime was also known for mass human-rights abuses, including the execution of political opponents.

“Saif al-Islam is popular among Gaddafi-era reformists and among those who saw him as that reformist candidate promising change,” Claudia Gazzini, senior Libya analyst at the International Crisis Group, told Al Jazeera.

His real power wasn’t military but symbolic, El Gomati said. That ideological disposition is referred to locally as the Greens, after the elder Gaddafi’s “Green Book” outlining his political theories.

“Saif didn’t really control forces, or territory, but controlled an important narrative and represented something for people who were nostalgic for the days of Gaddafi’s rule,” El Gomati said.

What impact does this have in Libya?

Saif al‑Islam’s death is likely to matter most in eastern Libya, because of the overlap between the supporters of the man who controls that region, military commander Khalifa Haftar, and Gaddafi’s base.

Despite that overlap, Saif al-Islam Gaddafi and Khalifa Haftar deeply distrusted each other, mainly because Haftar had defected from the Gaddafi regime decades ago, and attempted a rebellion against Muammar Gaddafi after having initially helped him come to power.

Tensions between Khalifa Haftar and Saif al-Islam Gaddafi flared in 2021 when Haftar-aligned militias blocked a court hearing on the latter’s election appeal after he was blocked, withdrawing only after demonstrations by his supporters.

“They [the Gaddafi family] considered him [Khalifa Haftar] a traitor for rebelling against the Gaddafi regime, and it was thought Haftar was trying to replicate the system their father had built,” Gazzini said. “Haftar had always feared the popularity Saif had.”

But that meant that Khalifa Haftar was attempting to fill a space left by Muammar Gaddafi, but one that Saif al-Islam was still trying to occupy himself. In effect, that made Saif al-Islam a threat to Haftar, as they were competing over the same constituency.

“The immediate beneficiary [of the killing] is Haftar,” said El Gomati. “Saif represents an alternative to the authoritarian model which Haftar built.”

Despite his symbolic importance, analysts still expect the immediate fallout from Saif al-Islam’s assassination to be limited.

The people who once supported the Gaddafi regime have split apart dramatically since 2011, with many former loyalists now working within the competing eastern and western power structures.

“This stirs waters, but won’t hit Libya with a storm,” Gazzini told Al Jazeera, noting that while Saif al-Islam Gaddafi’s death is significant, Libya’s basic political deadlock isn’t likely to change a great deal after the killing.

“His death eliminates Libya’s last viable spoiler to the current power duopoly,” El Gomati said. “His assassination closes Libya’s last exit from this divided power system.”
