Allegation of distance from home district and ignoring departmental rules
Yesterday on Thursday (February 06) in Bihar Legislative Council, BJP MLC Jeevan Kumar raised the problems of the newly appointed headmasters by BPSC and demanded from the government that the headmasters posted 100 to 500 kilometers away from their home division or district should be transferred to their home district or the nearest districts. He said that on January 14, 2026, the list of transfer of 896 headmasters was released. It was done, but departmental rules were ignored.
He alleged that in the posting, the benefits given on “husband-wife basis” were not followed, due to which a large number of women, disabled and teachers suffering from serious diseases are troubled.
Argument on posting in remote areas despite vacant posts
MLC Jeevan Kumar argued that the posts of headmasters are lying vacant in thousands of government and project secondary/higher secondary schools in the state. If transfer is made in these schools, most of the principals will be allotted their home district or the nearest district.
Education Minister’s answer: Process based on software and merit
However, on the question raised by MLC Jeevan Kumar in the House, Education Minister Sunil Kumar told the House that the allocation of head teachers is being done through software on the basis of merit and choice. The Education Minister assured that at present the options are being sought through e-Shiksha Kosh and complete transparency is being maintained in the process. In the future, the department will notify a new transfer policy after review. Under this, the head teachers will be transferred on the basis of available vacancies. Action will also be taken against transfer in government and project schools. On this issue, the Chairman has given necessary instructions to the government and asked it to take the problems of teachers seriously.
Current status of appointment of principals and district allocation
Let us tell you that in July 2025, a large number of headmasters and head teachers were reinstated by the Education Department through BPSC examinations. 5,728 head teachers (Plus-2 schools) and 35,333 head teachers (primary schools) have been appointed, these head teachers have been appointed in higher secondary schools, whose district allocation was also done at the same time, but the school allocation to the head teacher has been shifted so much.
For example, if someone is a resident of Patna, he has been transferred to West Champaran, someone from Sasaram has been transferred to Kishanganj. Due to such distance, the headmaster is facing a lot of problems. Regarding this, Jeevan Kumar raised this issue in the House.
