
Chhattisgarh News: Chhattisgarh government has taken important steps towards developing the state as a major center of innovation and startup. Chhattisgarh Innovation and Startup Promotion Policy 2025-30 was approved in the meeting of the Council of Ministers held at Mahanadi Mantralaya Bhawan today under the chairmanship of Chief Minister Vishnu Dev Sai. With the implementation of this policy, the startup ecosystem in the state will be strengthened and the youth will get new opportunities to get involved in entrepreneurship.
The government says that to meet the goals of Amritkaal: Chhattisgarh Vision @2047, it is necessary to promote innovation-based industries in the state. Till now there was a provision for startup package under industrial policies, but due to lack of separate startup policy, incubation, investment and innovation were not getting the required pace. Along with this, the lack of a separate policy in the States Startup Ranking released by the Department of Industrial Promotion and Internal Trade of the Government of India also remained a challenge for the state. This deficiency will be removed through the new policy.
Startup Financial Incentive Scheme
Under the new startup policy, only startup units recognized by the state government will be given various types of financial assistance and incentives. To strengthen early stage startups, startups with proof of concept will be given seed fund of up to Rs 10 lakh to develop a minimum viable product. Apart from this, with the aim of increasing the availability of investment in the state, Chhattisgarh Startup (Capital) Fund of Rs 100 crore will be created, through which investments will be made in startups through SEBI-registered Alternative Investment Funds.
A credit risk fund of ₹50 crore will also be created to connect startups with banking support, under which startup units will get credit guarantee from banks for collateral-free loans up to Rs 1 crore. Along with this, recognized startups will be given the benefit of 75 percent interest subsidy on term loan or working capital up to a maximum of Rs 50 lakh for five years.
Chhattisgarh Startup Promotion Policy
Keeping in mind the expansion and market access of startups, a grant of 50 percent of the total expenses including travel, registration and booth fees will be provided for participating in national and international startup focused events. Apart from this, the expenses incurred for advertising on digital platforms will also be reimbursed. Startups that successfully raise investment will also get additional financial incentives on fundraising.
In the new policy, there is a provision to give exemption in government purchases to startups, exemption in stamp duty on documents related to land and building and to give rent subsidy for three years to units operating in incubation centers or rented buildings. Along with this, grants will also be given on permanent capital investment, quality certification, patents, project reports and purchasing technology from government research institutes.
Special provisions have been made in the policy to promote employment generation. Startups providing more than ten permanent jobs will be given assistance up to Rs 6,000 per month for female employees and Rs 5,000 per month for male employees. At the same time, startups employing disabled people, retired firefighters and Naxal affected or victimized persons will get a grant of up to 40 percent of their salary for five years.
The state government believes that the implementation of Chhattisgarh Innovation and Startup Promotion Policy 2025-30 will increase investment in the state, encourage new startups and create extensive employment opportunities for the youth. This policy will play an important role in establishing Chhattisgarh as a strong and competitive startup state at the national level.
