IAS officer Rinku Singh Rahi of 2023 batch of Uttar Pradesh cadre has demanded to be sent to the parent service Provincial Public Service (PCA) cadre, citing not getting work for a long time after resigning from the service ‘technically’. At the same time, Rahi’s family members in Aligarh have made an emotional appeal on Wednesday (April 1) to give him a ‘meaningful responsibility’. Rinku Singh Rahi, who was associated with the Revenue Council in Lucknow before resigning, has written a letter to the President requesting to be sent back to the PCS cadre. He has said that he has not had any scheduled responsibilities for the last eight months.
‘It is not right to continue in service just taking salary and allowances’
In his letter written to the President on March 26 last month, Rahi has sought permission to ‘technically resign’ from the IAS. Rahi has cited an ethical dilemma as the reason for this and said that he does not find it appropriate to continue in service just taking salary and allowances without any concrete responsibility. He said his devotion to constitutional values and his accountability-oriented way of working make him feel ‘out of place’ in the current administrative set-up.
‘I consider the constitutional system good’
Rahi said that his move should not be seen as an attempt to leave government service. He stressed that this is just a procedural step. He said, “I am not talking about abandoning the administrative system. This is just a technical resignation. I consider the constitutional system good. If there are some shortcomings in it, they can be rectified.
Talks of personal trouble or harassment rejected
Rahi also rejected talks of personal problems or harassment and said, “I have no personal problems. I am not being personally harassed nor am I depressed. I have already faced the worst.
‘People close to me are not worried because…’
Regarding the impact of his decision on his family, the officer said that people close to him are not worried about the move. He said, “My family members and people close to me are not worried because they know that I am the same person who has faced worse situations.”

Rahi told that after being selected in IAS through Civil Services Examination 2023, completing training in Mussoorie and then taking training in Mathura, he was posted as Joint Magistrate in Shahjahanpur in July 2025. He claimed that the steps taken by him to promote transparency and remove alleged irregularities were opposed, due to which he was removed from active duties.

‘Life was in danger’
Along with this, he also alleged that due to his previous efforts to expose financial irregularities, his life was in danger and he was even fatally attacked but no effective action was taken on the complaints made in this regard. He told that he had passed the State Civil Services Examination in 2009 and the Union Public Service Commission (UPSC) examination in 2023.
Rahi said that despite assurances from senior officers that he would be given work, he was not given any concrete responsibility, which was adversely affecting his professional development at this important stage of his service.
Last tenure was also full of controversies
Rahi’s previous tenure as a PCS officer had also been controversial when he had exposed alleged irregularities in welfare schemes during his posting in the Social Welfare Department. After this, he was also attacked with the intention of killing him in which he suffered serious injuries. Rahi has also claimed that he had to face pressure and harassment after his complaints.
Had sit-ups in front of lawyers
After Rahi became an IAS officer, he was posted as Joint Magistrate in Shahjahanpur for some time in July 2025, where he himself did sit-ups in front of the lawyers when he refused to allow a clerk to defecate in the court and organized sit-ups in the court, for which he once came into the limelight.
What did Rahi’s father Saudan Singh say?
Within a few days he was transferred to the Revenue Council. Meanwhile, in Aligarh, Rahi’s father Saudan Singh and uncle Raghuveer Singh on Wednesday urged the authorities to consider his situation sympathetically.
Rahi’s father said that his son has not resigned but is demanding justice through proper channels. Talking to reporters at his residence in Gandhi Park area of Aligarh, family members described him as an honest and dedicated officer.
Work should be assigned as per dignity – Father
Raghuveer Singh said, “Rinku Singh Rahi has only requested that he be given an opportunity to serve with dignity instead of being sidelined.” The family also mentioned Rahi’s previous role as District Social Welfare Officer in Muzaffarnagar, where he had allegedly exposed a scam of over Rs 100 crore. Rahi’s father Saudan Singh appealed to the authorities to give him work as per his dignity. He said, “Give my son a chance to perform his duty honestly.”
