Haryana Chief Minister Nayab Singh Saini on Monday presented a budget of Rs 2.23 lakh crore for the financial year 2026-27, which is 10.28 percent more than the revised estimate of Rs 2.02 lakh crore for the current financial year. While presenting the budget in the Assembly, Saini, who also holds the responsibility of Finance Ministry, said that about 5,000 suggestions received from various sections have also been included in the budget.
He said that his government has fulfilled 60 out of 217 promises made in the election manifesto. The Chief Minister said that a capital expenditure of Rs 28,205 crore is proposed for the financial year 2026-27, which is 12.6 percent of the total budget. Capital expenditure means expenditure on infrastructure and fixed assets.
He informed that the World Bank has approved financial assistance of Rs 2,716 crore for ‘Haryana Clean Air Project’. The new budget proposals also include the establishment of ‘Haryana Agri Discom’. This will be the third power distribution company in the state, which will supply electricity to 5,084 agricultural feeders and 7.12 lakh agricultural consumers.

Saini said that with the formation of this electricity distribution company, uninterrupted electricity will be provided to the farmers. Additionally, the Chief Minister proposed to set up ‘Haryana Green Climate Resilience Fund’ with a provision of Rs 100 crore.
The objective of setting up this fund is to promote investments in zero-emission vehicles, renewable energy, energy efficiency, water conservation, city greening, climate-friendly agriculture and nature-based solutions.
On the other hand, on Haryana Budget 2026-27, Leader of Opposition in Haryana Assembly and Congress leader Bhupinder Singh Hooda said, ‘The dug mountain turned out to be a rat. The government which is itself a ‘full stop’ is being described as ‘non stop’. On this basis, we have presented this budget today. We will implement this budget on the ground and people will get its benefits.
