Himachal Pradesh Assembly budget session from February 16, government-opposition face to face on RDG

Himachal Pradesh government has decided to organize the budget session of the assembly from February 16. In view of the situation arising due to closure of revenue deficit grant, the government has decided to start the assembly session from 16th February. This decision has been notified by the Assembly Secretariat. Governor Shiv Pratap Shukla’s address will be held after 2 pm on the first day of the session.

After the recommendation of the Governor, the Assembly Secretariat has issued its formal notification. After the Governor’s address, condolence motions will be brought in the House. After this the legislative work will start.

This session is considered important from political point of view. This session will be quite turbulent amid the ongoing politics regarding the closure of Revenue Deficit Grant (RDG) in the state. The Sukhwinder Singh Sukhu government is in dire straits over the closure of Himachal Pradesh’s Revenue Deficit Grant (RDG) in the Union Budget. The government had sent a proposal to the Governor to call a special session on the closure of RDG, which was not approved by the Governor and now the government has decided to call the budget session from 16th February. In this, RDG will be discussed and the government will present the budget for the upcoming financial year.

Chief Minister Sukhwinder Singh Sukhu said, “Himachal government has increased the revenue of Himachal Pradesh through financial discipline, the impact of which has started being seen on the ground, but meanwhile, the Revenue Deficit Grant has been stopped in the Union Budget, which will have a deep impact on the economy of Himachal Pradesh. Himachal Pradesh is not an economically prosperous state, hence without the central grant, development will be affected. Himachal BJP leaders should leave politics and meet the Prime Minister in the interest of the state and meet the Prime Minister for the restoration of RDG. The Himachal government is ready to go to PM Modi even under the leadership of BJP, because the matter is related to the public interest.”

On the other hand, BJP has accused the government regarding RDG that the Sukhu government is not serious about the financial condition of Himachal. After the closure of RDG, the government has nominated five chairmen in the state, which makes it clear how serious the government is regarding financial management. The state government has not been able to present its strong case before the 16th Finance Commission regarding increasing its expenditure and income, due to which the government is responsible for the closure of RDG. RDG of 17 states including Himachal has been abolished in the Union Budget, in such a situation the Himachal government will have to reduce its expenses and strengthen its sources of income.

Meanwhile, the Sukhu government has also called a cabinet meeting yesterday regarding RDG. Also, after the cabinet, the government will give a presentation to the opposition regarding the economic condition of Himachal, in which it will be shared what effects the closure of RDG will have on Himachal in the coming years. The government is also considering calling an all-party meeting in the coming days.

Last year, the budget session of Himachal Pradesh Assembly started on March 10, which continued till March 28. 18 meetings were held during the budget session. Although the situation is not clear regarding how many meetings will be held in the budget session this time, it is expected that in the cabinet meeting to be held tomorrow i.e. on Sunday.
